(Dan Tri) - The Prime Minister requested that management agencies must create favorable conditions when businesses are ready to take on difficult tasks. If they encounter any problems, they must report them and avoid giving general answers like "follow the law."

Significantly change the whole society's perception of private economic development

On the afternoon of November 1, Prime Minister Pham Minh Chinh, Head of the National Steering Committee for the implementation of Resolution No. 68 of the Politburo on private economic development, chaired the second meeting of the Steering Committee.

According to reports, after nearly 6 months of issuing Resolution 68, there has been a very positive change, a significant change in the thinking and awareness of the whole society from the central to local levels, associations, people and the business community itself, business households about private economic development. The spirit of entrepreneurship has been promoted and spread strongly in society.

The series of resolutions and decrees passed are clear evidence, demonstrating the strong change of state agencies, shifting from the mindset of "asking - giving" to "creating - supporting - serving".

Many ministries, branches and localities have taken specific actions in reviewing legal barriers, taxes, credit, land, digital transformation, human resources, etc.

The number of newly established and re-established businesses and households has increased sharply. As of October 24, the country had over 1 million businesses operating in the economy.

Urgently issue a decree on 2% interest rate support for green, circular projects

In his concluding remarks, Prime Minister Pham Minh Chinh pointed out that there is still a lot of work to do while there are only two months left until the end of 2025. The Prime Minister requested ministries, branches, government agencies, People's Committees of provinces and cities, and the business community to focus on implementing a number of tasks.

Ministries, branches and localities continue to lead, direct and organize propaganda to further disseminate Resolution 68; create consensus and high awareness of the role of the private economy in the new period; control the progress of implementing action programs, ensuring specific products.

The Ministry of Finance ensures funding for implementing policies and programs to support businesses and business households from the central budget.

Regarding the proposal of private enterprises to participate in large and important projects, the Prime Minister said that ministries and branches have prepared very actively and worked with enterprises.

Recommend that businesses actively participate in developing social housing, request the Ministry of Construction to quickly submit a Government Resolution to mobilize resources from businesses to contribute to increasing supply and reducing housing costs for people.

Along with that, the Government leader asked businesses to actively participate in priority areas such as science and technology, digital transformation, innovation, strategic infrastructure development such as railways, nuclear power, airports, ports, development of health services, education, etc.

The head of the Government requested the Ministry of Finance to urgently complete and submit a pilot mechanism for developing a circular economy in November. At the same time, decrees guiding the policy of supporting 2% interest rates for businesses borrowing capital to implement green projects, circular projects, as well as applying environmental, social and governance (ESG) standards through extra-budgetary state financial funds are also required to be completed in November.

In addition, the decree on the operation of the Small and Medium Enterprise Development Fund also needs to be completed in December. The training and development program for 10,000 executives and the development program for 1,000 typical and pioneering enterprises also need to strive to be completed in November.

The Ministry of Agriculture and Environment urgently completed the construction of a land database, connected it to the national data center, and issued regulations on management, operation, and exploitation in December.

The Ministry also needs to submit to the Prime Minister a decision to guide the identification of green, circular projects, and the application of environmental, social, and governance standards in December. Coordinate with the National Assembly's agencies to submit a National Assembly resolution to resolve problems related to land issues.

The State Bank of Vietnam urgently completes the Decree guiding the policy of supporting 2% interest rate for businesses borrowing capital to implement green, circular and ESG projects through commercial banks in November.

The Ministry of Justice urgently completes and submits to the Prime Minister a program of inter-sectoral legal support for small and medium-sized enterprises and business households.

The Ministry of Industry and Trade urgently completes and submits to the Prime Minister a program to support businesses in reaching out to international markets in November. In addition, it will supplement policy mechanisms for high-tech enterprises, small and medium-sized enterprises, micro-enterprises, and innovative startups to rent land in industrial parks.
