According to experts, entering the new era, the private economic sector is increasingly asserting its important role in the economy. In particular, national enterprises are the driving force for sustainable growth and enhancing national self-reliance. Not only having “Vietnamese nationality”, national enterprises must also demonstrate Vietnamese identity, intelligence and aspirations.

When talking about national enterprises, it must certainly be Vietnamese enterprises, but not only must they have “Vietnamese nationality” but also must demonstrate Vietnamese identity, Vietnamese intelligence and Vietnamese aspirations. Even though they are domestic enterprises, we need to aim for the goal of reaching out globally, not stopping at the role of processing and supporting but must move up to higher segments in the value chain; at the same time, even though they are Vietnamese enterprises, they must be large enough to play a leading role.

In terms of policy, it is necessary to clearly identify large-scale enterprises that can lead a number of key and important fields and the State will play a role in guiding the selection of fields. But certainly, the trend of digital transformation and green transformation is inevitable. What already exists must continue to be consolidated and strengthened; what is weak or not yet formed must be overcome and transformed to catch up with the trend, especially in green development.

Ethnic enterprises are not only those that have grown, but also include those that are striving to grow. The current preferential policy is for “leading” enterprises, but also creates conditions for other enterprises to have the opportunity to grow, forming an ecosystem of ethnic enterprises to develop together. I think the real breakthrough lies in the preferential policy for ethnic enterprises, how to arouse, nurture and promote the strength of this force.

I think the core criteria to determine whether a business deserves to be considered a national business or not is patriotism and work efficiency, that is, working for the common good of the country. At the same time, we should not rush to attach the title, instead we need to focus on creating conditions and encouraging businesses to invest and develop. When businesses achieve results that contribute significantly to the country, they will naturally be honored and recognized.

In particular, the concept of "national enterprise" should not be limited to large enterprises. Such a limitation will unintentionally disadvantage small and medium enterprises, which are a very dynamic force and account for a large proportion of the economic structure. Moreover, in the context of expanding international relations, if we still maintain the old approach, we will create disadvantages for ourselves in the global trade flow.

Entering the era of national development, the private economic sector plays an increasingly important role in the country's development process. In particular, national enterprises are the key factor contributing to spreading national aspirations in the economy, becoming the driving force for sustainable growth and national self-reliance. The national consciousness and will of the Vietnamese people are very high, so if we can exploit this invaluable strength, I believe that we will have national enterprises - not only to get rich but also to have the aspiration to bring the country to prosperity, creating a prosperous national future.

The concept of ethnic business groups is often determined based on four core criteria. The first is the ownership criterion, specifically the proportion of ethnic shareholders (OCD) must account for over 60%. The second is the level of practical contribution to the national economy. The third is the ability to express national cultural identity. And the fourth is the integration of modern factors such as technology, environment and green economy into business activities.

From international experience, I believe that when building a legal concept for national enterprises in Vietnam, we need to apply the existing international foundation, while also relying on the country's own characteristics.

There are 9 main criteria, including 4 quantitative criteria including: ownership contribution - capital ratio of Vietnamese people; ethnic minority ratio - in the board of directors and personnel; domestic added value - localization level; and contributions to employment, society, environment - ESG index. In addition, there are 5 qualitative criteria including: national asset issues; value contribution to the nation and community; national ethical model; long-term thinking about the nation and community; autonomous technology and innovation.
