Quang Nam export enterprises face tariff storm

The US imposition of a 46% tax rate has many businesses worried. Businessmen are looking for every way to survive and overcome this difficult period.

The US is a major export market.

On February 3, 2025, among the shipment of more than 300 THACO containers exported through Chu Lai port at the beginning of the year of At Ty (January 6), there were large shipments of various types of semi-trailers and civil equipment to the US.

THACO Industries' (THACO's member group in the field of mechanics and supporting industries) 2025 plan is to export 2,800 SMRM products of all kinds to the North American market, and 50,000 civil equipment products to North America.

Statistics for the first quarter of 2025 show that among 12 enterprises exporting mechanical products to the US market through Chu Lai port, with a turnover of over 3.5 million USD, 11 mechanical enterprises of THACO accounted for over 3.4 million USD.

Not only SMRM or many other products of THACO Group exported to the US opened declarations at Ky Ha port Customs, most enterprises in industrial parks (IPs) in southern Quang Nam also exported to this market with large quantities of goods, mainly fashion products such as shoes, garments processed by FDI enterprises...

Currently, in the management area of ​​Ky Ha Port Customs, there are 39 enterprises exporting goods to the US with many types of goods such as garments, leather shoes, mechanics, furniture, and electronics.

According to statistics, the total export turnover to the US in 2024 of 39 enterprises (12 mechanical enterprises, 3 electronic enterprises, 1 leather footwear enterprise, 2 furniture enterprises and 21 garment enterprises) reached 271 million USD and in the first 3 months of 2025, the export turnover reached 54 million USD.

Specifically: export turnover of industries in 2024 and the first quarter of 2025 respectively: garment over 173 million USD and 35.5 million USD; electronics nearly 17.8 million USD and 2.9 million USD; mechanics nearly 14.9 million USD and more than 3.5 million USD; leather shoes nearly 51.4 million USD and 10.3 million USD; furniture 14.1 million USD and 2.3 million USD.

Compared to the export turnover of enterprises opening declarations at Ky Ha Port Customs, the export turnover to the US in 2024 accounted for 34.61% and in the first 3 months of the year accounted for 33.31%. The garment group of 21 enterprises accounted for more than 60% of the export turnover to the US in the area managed by Ky Ha Port Customs.

According to the Provincial People's Committee, the US is one of the major trade partners and the largest export market of Quang Nam with main products such as garments, leather shoes, wood products, electronic equipment, light bulbs, electronic chips, fibers, camping tents, sofa covers, SMRM, equipment, mechanical products, auto parts and components...

Mr. Nguyen Van Duong - Deputy Director of the Customs Branch of Region XII said that in Quang Nam, there are about 52 to 60 enterprises exporting goods to the US market with 16 groups of goods. In 2024, the export turnover to the US will reach 435 million USD, in the first quarter of 2025 it will reach 97 million USD, with the majority being garments, electronic components, mechanics, and wood products.

The proportion of export turnover of enterprises to the US accounts for 12-18% of all export enterprises (about 400 enterprises).

Waiting and hoping

The US announced a 46% reciprocal tax rate for Vietnam, greatly affecting a series of industries such as wood products, furniture, textiles, electronics, mechanics... which has shocked many businesses, not knowing how to respond to this "tariff storm". They are waiting for the negotiation, the extension in the next 90 days will have a positive outcome or not.

Mr. Le Quy Dat - Head of Quang Nam Statistics Office said, from the budget perspective, the main production and business of the locality and automobiles, hydropower, and tourism for domestic use only do not have much impact.

Mr. Tran Quoc Bao - Chairman of Quang Nam Business Association said that local export enterprises are not too large. They are mainly FDI enterprises and THACO related to export. Enterprises in this field have not yet commented on the imposition of a 46% tax rate. State agencies continue to negotiate with the US to find a suitable solution.

THACO Group has many deals worth hundreds of millions of dollars to the US but has not made any moves, but most traders exporting goods to the US are worried. A representative of an anonymous business said that it is not yet the peak season for orders, especially wooden products exported to the US, so it is difficult to measure the damage. However, many businesses have temporarily stopped exporting.

Mr. Phan Duc Tu - Director of My Hung - Phu Thinh Garment Company Limited said that if the US applies a 46% tax rate, it will directly and very badly affect the production activities of the enterprise. Customers will cancel orders in production, not place orders for the next plan. They will move orders to countries with lower tax rates. Hopefully, Vietnam will have a suitable solution and negotiation. "Workers are very worried. Enterprises must reassure and wait for the negotiation results" - Mr. Tu said.

According to Mr. Nguyen Van Duong, the proportion of enterprises exporting to the US is not large. However, with a large number of workers concentrated in garment and electronics enterprises such as CCI, Reiker, May Viet Vuong... which may stop production due to lack of orders, it will greatly affect the jobs and income of workers.

Ky Ha Port Customs acknowledged that if the US applies a 46% tax rate, it will affect many Vietnamese manufacturing industries and businesses in the area under its management. Especially industries with large export turnover to the US such as electronic components, textiles, footwear, etc.

Mr. Tong Viet Minh - Captain of Ky Ha Port Customs said that with the newly announced tax rate information, the customs has proactively contacted local businesses with goods exported to the US to update information on the import-export situation, the level of impact, difficulties and problems of businesses to find solutions. Some companies said that customers have stopped some contracts.

Some companies have not yet received information from customers. However, it is expected to have a huge impact on the export situation. Some businesses have increased production to speed up the export of goods to the United States before April 9, 2025.

“Customs will arrange experienced staff to handle customs clearance 24/7 (including holidays), creating conditions for quick customs clearance for exported goods, raw materials, machinery and equipment imported for processing and manufacturing contracts and export products before April 9, 2025 and the opportunity within 90 days not to apply new tax rates,” said Mr. Minh.
