According to the Deputy Prime Minister, in recent times, the development orientation and strategy of the science and technology sector has been quite favorable with full resolutions of the Central Committee, the Politburo, the legal corridor system, strategies and plans.
The field of science and technology has always made important contributions to the country's development, as demonstrated by specific results, as well as assessments and rankings by international organizations. For example, the contribution of the Total Factor Productivity (TFP) index to labor productivity accounts for 45%; Vietnam has a fast pace of science and technology innovation, in which some industries have made breakthroughs.
Regarding the shortcomings and limitations in the field of science and technology, the Deputy Prime Minister expressed the need to approach and resolve them in an interdisciplinary manner, because science and technology is an innovation ecosystem based on human resources, education, training, investment, finance, bidding, auctions, etc.
Specifically, to increase investment in science and technology (currently only reaching 0.6% of GDP while the US is 2.83%, China 1.96%, Singapore 2.6%, Malaysia 1.25%), the Deputy Prime Minister said that it is necessary to reform investment laws to increase pressure on businesses in the transition from production based on natural resources to production based on knowledge and science and technology. Similarly, we must consider science and technology, knowledge economy as special goods, so we need special bidding, auction, ordering, selection mechanisms...
The Deputy Prime Minister agreed with many delegates on the shortcomings and limitations in the operation of the science and technology development fund as well as the mismatch between the capacity of science and technology research and development and the market, and the failure to meet supply and demand. In particular, the demand for science and technology innovation of enterprises is still low due to the lack of competitive pressure forcing innovation. The supply for the science and technology market also has many limited policies such as the shortcomings in the operating mechanism of the science and technology development fund, as well as the implementation of the target of spending 2% of the budget on science and technology.
"Therefore, we must innovate the way to manage science and technology development funds in a sustainable direction (mobilizing capital from the State and society) instead of providing capital according to the career financial mechanism," said the Deputy Prime Minister.
Regarding the development of the science and technology market, the Deputy Prime Minister said that there should be appropriate and specific policies to protect intellectual property rights, science and technology transfer, copyright, etc. This is the basis for creating sustainable resources for science and technology research activities.
Emphasizing the need to innovate thinking in science and technology management, the Deputy Prime Minister said that first of all, it is necessary to build a good centralized organization model for State management, including proposing inter-sectoral or specific and specific policy mechanisms; applying science and technology achievements in management such as data; building criteria for evaluating science and technology products to change the ordering mechanism.
In addition, it is necessary to clearly distinguish the investment mechanism, basic scientific research with applied research activities, and technology deployment. In which, the State identifies the spearhead of basic research, accepts risks, and invests in infrastructure, human resources, policy mechanisms, and resources. Enterprises play a leading role in applied research and technology deployment with incentive or support mechanisms from science and technology development funds; accelerate the speed of transforming science and technology public service units in the direction of application and deployment into the science and technology enterprise model to receive "orders" from practical and social needs.
The Deputy Prime Minister also stated that there must be unity to attract human resources and talents, promote universities and research institutes to serve basic research, as well as participate in connecting the State, enterprises, research institutes, universities with production.
"The Government is directing the summary of major policies on science and technology. The opinions of National Assembly deputies will be studied in depth to absorb and perfect new policies and thinking in the field of science and technology, as well as to better implement them," said the Deputy Prime Minister.
