
The Red River Delta needs to pioneer in rapid and sustainable development.
The announcement stated: In the first 8 months of 2025, the Red River Delta region achieved many positive results in economic growth, state budget revenue, foreign direct investment attraction, tourism, etc. However, the region still faces a number of challenges that need to be resolved regarding the growth model, dependence on labor-intensive FDI projects, the failure to form strong enough value chains and industry clusters; the progress of implementing key projects, especially regional linkage projects, is still slow due to problems with site clearance and lack of materials. In the process of implementing the 2-level local government model, localities in the region encountered certain difficulties such as the large amount of work arising, causing significant pressure on the direction, administration and implementation organization; the capacity of officials in some places and at some times has not met practical and work requirements.
With its distinct role, position, potential, outstanding opportunities, and competitive advantages, the Red River Delta needs to be a pioneer in (i) rapid and sustainable development, improving the material and spiritual life of people in the region; (ii) transforming the growth model towards green, digital, circular, based on science, technology, and innovation; (iii) building and operating a two-level local government towards development creation, serving the people, enhancing investment efficiency, and strengthening the confidence of domestic and foreign investors.
Reviewing institutional bottlenecks
In order for the Red River Delta to implement the above orientations, the Prime Minister requested ministries, branches and localities to review institutional bottlenecks, eliminate the mindset of "if you can't manage it, then ban it" in all fields, especially land, minerals, resources, bidding, auctions, investment, regional connectivity, infrastructure development, etc., and urgently report to competent authorities.
Localities developing infrastructure for transport, telecommunications, energy, culture, education, sports, health care, etc. must always pay attention to regional connectivity factors.
Regarding resources, especially common construction materials serving key projects, the Prime Minister requested to thoroughly grasp the viewpoint that land and minerals are owned by the entire people, with the State representing the owner; the use, allocation and valuation of land must be managed and operated by the State using economic tools appropriate to each stage, ensuring fairness and equality between economic sectors and localities; resolutely not allowing the situation of handing over mines of common construction materials to the private sector, leading to hoarding, price increases and market manipulation.
Regarding planning work, the Prime Minister assigned the Ministry of Finance to proactively receive opinions from localities to supplement and complete the plans; ensure consistency between national planning, regional planning, sectoral planning and local planning; clearly define the responsibilities of each level and sector according to their authority, and at the same time promote decentralization, delegation of authority and simplify procedures.
Strongly promote the development of science and technology, innovation and digital transformation
Regarding resources, the Prime Minister requested to increase revenue, save expenditure, cut unnecessary expenditure; reduce the proportion of regular expenditure, increase expenditure for development investment; promote maximum mobilization of public-private partnership resources, develop the private economy; flexibly and creatively apply BT and BOT mechanisms in infrastructure development; strongly mobilize total social investment, ensure equal access to resources; carry out site clearance in accordance with regulations, planning and progress, and at the same time separate site clearance into separate projects according to the provisions of the Law on Public Investment. Promote mobilization of social resources through the form of public-private partnership.
Strongly promote the development of science and technology, innovation, digital transformation, seriously implement and creatively apply Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo, Resolution No. 193/2025/QH15 dated February 19, 2025 of the National Assembly and Resolutions No. 03/NQ-CP dated January 9, 2025, No. 71/NQ-CP dated April 1, 2025 of the Government.
The Red River Delta region urgently and thoroughly handles backlogged and long-standing projects to free up resources; actively and proactively removes obstacles in procedures, planning, bidding, auctions and related issues; effectively resolves environmental issues, ensures social security, develops cultural and entertainment industries; connects and effectively exploits heritage routes in the region. Promotes the results of eliminating temporary and dilapidated houses, continues to increase the supply of housing, real estate projects, especially social housing.
Promoting regional connectivity
At the same time, the Red River Delta proactively promotes connections between localities in the region and with other regions, expanding international connections. Quang Ninh province immediately deploys a cross-border economic cooperation zone to connect with the Chinese market; promotes smart governance and people, promotes digital transformation, applies artificial intelligence, identifies people as the decisive factor...
