
Leaders of Military Region 5 and Gia Lai province work with localities in the province on responding to storm No. 13.
Faced with the complicated developments of storm No. 13, on November 5, the Standing Committee of Gia Lai Provincial Party Committee activated all response forces, assigned provincial leaders, departments and branches in charge of each locality to directly direct storm prevention work.
Specifically, the Forward Command Post located in An Nhon ward is headed by Chairman of the Provincial People's Committee Pham Anh Tuan, Head of the Provincial Civil Defense Command.
The Forward Command Center is responsible for monitoring, synthesizing the situation, promptly directing and coordinating forces, means, materials and resources to respond to natural disasters according to the "4 on-site" motto. At the same time, the Command Center will advise and regularly report to the Provincial Party Committee Standing Committee and the National Steering Committee on Natural Disaster Prevention and Control for timely direction.
To ensure close direction, the Provincial People's Committee specifically assigned each leader in charge of the area: The Vice Chairmen of the Provincial People's Committee, Vice Chairmen of the Provincial People's Council and leaders of departments and branches directly went to the grassroots, coordinated with local Party committees and authorities to organize inspections, evacuate people from dangerous areas, check the safety of dams, irrigation works, and brace houses, trees, and electric poles.
Chairman of the Provincial People's Committee Pham Anh Tuan emphasized: "Localities must make the most of the time before the storm makes landfall to proactively evacuate people and protect lives and property; absolutely must not be subjective or negligent. If damage occurs due to subjectivity, the head of the locality or unit must be responsible to the province."
Currently, localities in the province are focusing on implementing the "4 on-site" plan. Police, military, militia, and youth volunteers have been mobilized to be on duty 24/7, ready to respond in case of an incident.
The work of stockpiling materials, fuel, necessities, and medicine in areas at risk of being isolated has also been deployed. Localities in mountainous areas, along rivers and streams – where there is a high risk of landslides – are required to make a list of households that need to be evacuated and proactively arrange safe evacuation areas.
Urgent call for 83 ships to leave the danger zone
According to a quick report from the provincial Fisheries Department, as of the afternoon of November 4, Gia Lai province had 83 fishing boats with more than 650 workers operating in the storm's danger zone.
The Provincial Civil Defense Command has directed the Provincial Border Guard, the Fisheries Sub-Department, and coastal local authorities to coordinate with the communication system, calling and guiding ships to urgently move out of the danger zone and find safe shelter. By the evening of the same day, most of the ships had received the signal and were on their way to shore or anchored in safe areas.
The provincial police, the provincial military command and relevant units are required to increase forces and vehicles to be ready to support people's evacuation, rescue and relief; ensure security and order in evacuation areas, low-lying areas, along rivers, streams, lakes and dams.
Ensure absolute safety for students
On November 5, the Department of Education and Training of Gia Lai province issued a document allowing students in 58 communes and wards in the east of the province and 8 more localities in the east and southeast, including Dak Po, An Khe, Kong Chro, Kbang, Phu Thien, Ia Pa, Krong Pa and Ayun Pa, to stay home from school from the afternoon of November 5 to the end of November 7 to prevent and avoid the storm.
The Department requires schools to review facilities, reinforce classrooms, warehouses, and teaching equipment; proactively coordinate with local authorities to be ready to receive evacuees if requested; closely monitor storm developments, and prevent students and teachers from moving through deeply flooded and landslide areas.
