Many optimization suggestions
Ms. Melissa Bishop, Charge d’Affaires, US Embassy in Vietnam, said that the Power Development Plan VIII (PDP8) is an open and flexible plan by allowing a focus on emissions reduction, rather than a focus on fuel transition. With PDP8, Vietnam has taken pioneering steps towards a clean energy transition by becoming one of the first countries in the world to commit to the Just Energy Transition Partnership (known as JETP).
To successfully achieve the above goal, the US side recommends that Vietnam develop solar energy projects to promote emission reduction goals. In particular, paying special attention to policies that facilitate private sector investment in the transmission sector. In addition, adding battery energy storage system (BESS) capacity to pumped storage hydropower will allow more flexibility in renewable energy development.
Mr. Santiago Alfonso, Head of Economic Cooperation Department, German Embassy in Vietnam also affirmed that Germany supports the efforts of the Ministry of Industry and Trade in building PDP8 and believes that Vietnam should further promote the development of rooftop solar power, especially rooftop solar power in industrial parks.
Sharing the same view, the British Embassy said that the country welcomed the progress of the publication of PDP8 and considered it an important step to increase predictability for developers and investors in green energy projects, to achieve Vietnam's energy transition goals and meet the growing demand for clean, affordable energy. However, the British side noted that the draft PDP8 needs to pay attention to the peak of electricity emissions in 2030 and the rate of renewable energy development.

Mr. John Rockhold, President of the American Chamber of Commerce (AMCHAM), said that the latest draft of PDP8 has recognized JETP as an important solution for the energy transition process in Vietnam. According to Mr. John Rockhold, the country's transition roadmap must not only ensure energy security but also ensure socio-economic development goals in the overall planning of industries and fields.
However, to ensure the financial feasibility of implementing PDP8, AMCHAM recommends focusing on financing for power and energy projects. Vietnam will need energy projects that are both economically viable and bankable.
In addition to ensuring a stable, robust and growing power grid, Vietnam must also ensure sufficient baseload power to gradually replace coal. AMCHAM believes that the majority of investment capital needed to implement PDP8 must come from the private sector and this process requires a strong system of mechanisms, policies, institutions and legal frameworks.
On the issue of power transmission, according to Mr. John Rockhold, during the implementation of the plan, it will be necessary to accelerate the improvement and reform of legal frameworks to allow for faster participation of the private sector in investments in grid projects. Developing more flexible regulations and developing regulations on revenue models for grid investment projects can help facilitate the implementation of more real investment in grid projects.
Commenting on the draft PDP8, Mr. Keiju Mitsuhashi, Deputy Country Director, Asian Development Bank, commented that PDP8 was built with many challenges to meet many requirements, including ensuring energy security and affordability while achieving the goal of net zero emissions by 2050.
ADB supports the overall direction of the draft PDP8 and said it is ready to consider government and non-government financing to enhance the transmission grid system with ancillary services to ensure grid stability with more renewable energy.
ADB has been supporting the Ministry of Industry and Trade in preparing the bidding mechanism, including a pilot auction project with a feasibility study. In addition, ADB is supporting VinFast in raising public awareness about the benefits of using electric vehicles and assessing the impact of Vietnam's transition to electric vehicles.
Similarly, the representative of the World Bank (WB), Ms. Chiaria Odetta Rogate, a senior energy expert of the WB, said that Vietnam's demand for power sources for power source and grid development is very large. The issue of power transmission needs to meet technical, commercial and safety requirements. The WB suggested that Vietnam needs to improve the domestic and international investment environment to be able to access loan sources.
The Japan Bank for International Cooperation (JBIC) has stressed the importance of achieving a Realistic Energy Transition to ensure growth and decarbonization. Vietnam needs a long-term process for co-firing technologies. JBIC has proposed improving legal and regulatory frameworks.
Meanwhile, the French Development Bank AfD said it is preparing a financial package for Vietnam. Currently, AFD is implementing a technical cooperation program with EVN with a financial package of approximately 1 million USD. AFD, together with JBIC, is participating in the Bac Ai pumped storage hydropower project with a capacity of 1,200 MW. This is considered an important project to help Vietnam absorb renewable energy sources better.
Promoting internal strength, enhancing cooperation

Deputy Minister of Industry and Trade Dang Hoang An affirmed that the Ministry of Industry and Trade acknowledged and highly appreciated the positive contributions of the delegates attending and affirmed that the International Consultation Conference on PDP8 is an important discussion forum to help the Ministry of Industry and Trade complete the planning content to ensure objectivity, science and feasibility and towards the sustainable development of Vietnam's energy sector, achieving common goals of energy security and climate change response.
The difficulties, obstacles and challenges as recommended by international organizations will be resolved on the basis of both goals and solutions. PDP8 is built on the spirit of promoting internal strength, while enhancing cooperation and support from international partners, bilateral and multilateral financial institutions. Based on the accompaniment and support in terms of technology, finance, administration and human resources from the international community and Vietnam's efforts, Vietnam will certainly achieve the goals set by JETP.
According to Deputy Minister Dang Hoang An, as the representative of the planning agency, the Ministry of Industry and Trade was assigned by the Prime Minister to be the agency to develop PDP8. In the past time, the Ministry of Industry and Trade has urgently developed and completed the draft and reported to the Prime Minister many times to request approval of PDP8.
Considered a very important sectoral planning, PDP8 must firmly ensure national energy security, provide sufficient, stable, high-quality electricity at reasonable prices for rapid and sustainable socio-economic development according to the Resolutions of the Party, National Assembly, and Government of Vietnam.
In particular, after Vietnam committed to achieving net zero emissions by 2050 at the Climate Change Summit (COP26) and joining the Just Energy Transition Partnership (JETP), completing the draft PDP8 has become even more challenging and requires more time to review and make appropriate adjustments to achieve energy and climate transition goals...
