The 8th Vietnam-Cambodia Defense Policy Dialogue

The Vietnamese and Cambodian Ministries of National Defense continue to strengthen trustworthy, comprehensive, and substantive cooperation, increase delegation exchanges and contacts at high and all levels, and effectively promote existing cooperation mechanisms.

On the morning of October 29, the 8th Vietnam-Cambodia Defense Policy Dialogue took place in Ho Chi Minh City.

Senior Lieutenant General Hoang Xuan Chien, Deputy Minister of National Defense of Vietnam, and General Chay Saingyun, Permanent Secretary of State of the Cambodian Ministry of National Defense co-chaired the dialogue.

In his opening speech, Senior Lieutenant General Hoang Xuan Chien affirmed that the 8th Vietnam-Cambodia Defense Policy Dialogue is an important activity to practically implement the results of the meeting between the Politburo of the Communist Party of Vietnam Central Committee and the Standing Committee of the Cambodian People's Party Central Committee in February 2025.

The dialogue also aimed at the second Vietnam-Cambodia border defense friendship exchange, the Protocol on bilateral defense cooperation for the 2025-2029 period, and the 2025 Cooperation Plan between the Defense Ministries of Vietnam and Cambodia.

Senior Lieutenant General Hoang Xuan Chien sincerely thanked Cambodia for its good feelings and the warm friendship it has shown to the Vietnamese people during natural disasters and floods; affirming that with the efforts of the entire political system and the help and encouragement of the international community, people in flooded areas of Vietnam will overcome difficulties and soon return to normal life.

Senior Lieutenant General Hoang Xuan Chien also thanked the Cambodian Ministry of National Defense for sending a high-ranking delegation to attend and send military personnel to participate in the parade at the 50th Anniversary of the Liberation of the South and National Reunification, the 80th Anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam, contributing to the overall success of the event.

Speaking at the dialogue, on behalf of the Cambodian Ministry of National Defense, General Chay Saingyun expressed his deep sympathy to the Party, Government, Army and people of Vietnam for the damage caused by storms and floods in Vietnam in recent times; and congratulated Vietnam on successfully organizing activities to celebrate the 50th anniversary of the Liberation of the South and National Reunification, the 80th anniversary of the August Revolution and National Day on September 2.

Expressing gratitude for the effective cooperation, support and assistance that the Vietnamese Army has given to the Cambodian Army, General Chay Saingyun affirmed that the Cambodian Ministry of National Defense re-commits firmly to strengthening the traditional friendship, solidarity, good neighborliness and mutual benefit between the armies and peoples of the two countries.

At the dialogue, the two sides exchanged views on the world and regional situation and issues of mutual concern; affirmed to continue maintaining the traditional friendship, good neighborliness, solidarity and comprehensive cooperation between the two countries.

Regarding bilateral defense cooperation, the two sides continue to strengthen trustworthy, comprehensive, and substantive cooperation, focusing on the following contents: increasing delegation exchanges, meetings, and contacts at high and all levels; promoting the effectiveness of existing cooperation mechanisms; maintaining effective cooperation in human resource training; cooperating in managing and protecting land and sea borders; continuing to provide mutual aid and support, and promoting defense economic cooperation.

The two sides will strengthen coordination in propaganda and education for generations of soldiers of each country about the history, significance and importance of the friendly relationship between the people and armies of the two countries; military and defense legal cooperation; continue to consolidate and deepen the cooperative relationship between the armies of the two countries as well as between the armies of the three countries of Vietnam, Laos and Cambodia...

At the end of the dialogue, Senior Lieutenant General Hoang Xuan Chien and Senior General Chay Saingyun signed a Memorandum of Understanding between the Vietnamese Ministry of National Defense and the Cambodian Ministry of National Defense on cooperation in the field of military and defense law and the Minutes of the 8th Vietnam-Cambodia Defense Policy Dialogue./.
