Flooding occurs during heavy rainfall.
During the impact of Typhoon No. 1 in mid-June, heavy rains flooded several roads in the inner city and suburban areas of the city. Data from the city's meteorological and hydrological agency shows that rainfall from 7 PM on June 10th to 7 PM on June 13th was generally 600-800mm, with some areas experiencing even higher amounts. The intensity of the rainfall was very high; at rain gauge stations in inner city areas such as Thuan Hoa ward, the readings reached 96mm/hour, and in Phu Xuan ward, 70mm/hour.
It is evident that during periods of tropical depressions and storms causing heavy rainfall, localized flooding still occurs, hindering transportation and impacting the environment in the area. In My Thuong ward, most of the local transportation and drainage infrastructure was invested in during the period when it belonged to Phu Vang district and the former Hue city. Despite upgrades, some areas still do not meet the needs for transportation and rainwater drainage.
Mr. Nguyen Van Hoang, a resident of Lai The 2 residential area, My Thuong ward, said that most roads in the area have low ground levels, and the rainwater and wastewater drainage systems are still shared. In addition, the drainage system, built a long time ago, is not regularly maintained or dredged, and is clogged due to house construction... leading to poor rainwater drainage and prolonged flooding.
According to the City's Investment and Urban Development Project Management Board, several infrastructure projects have been and are being implemented in the An Van Duong New Urban Area and surrounding areas, including rainwater drainage systems to reduce flooding, such as the Project for the Development of Type II Cities (Green Cities); the City Water Environment Improvement Project (Phase 1); the Project to invest in and connect the drainage system from Cong Bac 1 to the drainage system along the An Dong residential area to the Loi Nong River, connecting the drainage system from Cong Bac 2 to the Dong Nam Thuy An New Urban Area ecological canal; the Project to invest in the construction of the Pho Loi - Moc Han - Phu Khe flood drainage system; and the Project to dredge Hoi Sai Thuong and Hoi Quy Dong in Thanh Thuy ward. The projects were implemented in compliance with the city's approved planning, yielding quite clear results. The area's drainage system has been significantly improved, and prolonged flooding is no longer a problem.
A long-term solution is needed.
According to the Department of Construction, based on the planning guidelines approved by competent authorities, the Department is continuing to coordinate with relevant units to implement the planning according to regulations, aiming to reduce flooding in urban areas. In the coming time, the city will continue to accelerate the investment and construction of the drainage system according to the approved construction and urban planning; and take advantage of all resources to invest in completing the drainage system and essential technical infrastructure works.
Local authorities need to regularly inspect areas prone to flooding and localized waterlogging during rainfall, promptly identify the causes, and carry out dredging and clearing; preventing blockages and narrowing of waterways, and ensuring that rainwater drains smoothly into receiving sources...
Overall, urban rainwater drainage solutions require comprehensive research and investment, prioritizing the framework drainage systems of central urban areas. Accordingly, to concretize the Thua Thien Hue Urban Master Plan (now Hue City) approved by the Government regarding the Hue urban master plan until 2045, with a vision to 2065, the city is applying digital technology in managing drainage databases, controlling, warning, and responding to emergencies related to natural disasters and the environment.
With a smart drainage system, authorities will find it easier to monitor infrastructure, such as the operational status of sewer lines, pumping stations, and retention ponds. Operational data is updated daily, enabling efficient drainage management and timely implementation of appropriate solutions to address incidents and natural disasters.
The city is focusing on investing in and upgrading the canal and drainage system to ensure rapid and convenient drainage into the Perfume River. It is utilizing existing upstream reservoirs such as Ta Trach, Binh Dien, and Huong Dien; and effectively regulating existing reservoirs to help reduce and prevent flooding downstream. It is also improving the riverbed, preventing and promptly addressing violations of dike regulations in the Perfume River basin. In addition, it is constructing and upgrading structures to prevent riverbank and coastal erosion to ensure the safety of residential areas, infrastructure, and coastal stability. |
