The investment project to build the Pho Loi - Moc Han - Phu Khe flood drainage system is about to be completed. |
Flooding during heavy rain
During the impact of storm No. 1 in mid-June, heavy rain flooded a number of roads in the inner city and suburban areas of the city. Data from the city's hydrometeorological agency showed that the rainfall from 7 p.m. on June 10 to 7 p.m. on June 13 was generally 600 - 800 mm, higher in some places. The intensity of the rain was very high, at the rain gauge station in an inner city area such as Thuan Hoa ward it reached 96 mm/hour, Phu Xuan ward reached 70 mm/hour.
It is easy to see that when affected by low pressure and storms causing heavy rain, local flooding still occurs, causing difficulties in travel and affecting the environment in the area. In My Thuong ward, most of the local traffic and drainage infrastructure was invested in during the period of Phu Vang district and Hue city (old). Although upgraded, some areas have not met the needs of travel and rainwater drainage.
Mr. Nguyen Van Hoang, a resident of Lai The 2 residential area, My Thuong ward, said that most of the roads in the area have low ground levels, and the rainwater and wastewater drainage systems are shared. In addition, the drainage system was built a long time ago, has not been regularly maintained and dredged, and has been filled up due to the process of building houses... leading to poor rainwater drainage, causing prolonged flooding.
According to the City Urban Development and Construction Investment Project Management Board, in the An Van Duong New Urban Area (KDT) and neighboring areas, a number of projects have been and are being implemented to invest in the construction of technical infrastructure systems, including rainwater drainage systems to reduce flooding such as the Project for the Development of Type II Urban Areas (green urban areas); Project for Improving the City's Water Environment (Phase 1); Project for investing in and connecting the drainage system from Cong Bac 1 to the drainage system along the An Dong residential area to Loi Nong River, connecting the drainage system from Cong Bac 2 to the Dong Nam Thuy An New Urban Area ecological canal; Project for investing in the construction of the Pho Loi - Moc Han - Phu Khe flood drainage system and the Project for dredging Hoi Sai Thuong and Hoi Quy Dong, Thanh Thuy Ward. The projects were implemented in compliance with the planning approved by the City People's Committee, bringing about quite clear results. The drainage system of the area was significantly improved, and prolonged flooding no longer occurred.
Need long-term solutions
According to the Department of Construction, based on the planning orientations approved by competent authorities, the Department of Construction is continuing to coordinate with relevant units to organize and implement the planning according to regulations, aiming at the goal of reducing flooding in urban areas. In the coming time, the city will continue to accelerate the investment in the construction of drainage systems according to approved construction and urban planning; mobilize all resources to invest in completing the drainage system and essential technical infrastructure works.
Localities need to regularly check areas with flooding and localized flooding when it rains, promptly find the cause to dredge and clear; avoid blockages, narrow the flow and ensure rainwater is drained and drained smoothly to the receiving source...
In general, the solution to drain rainwater in urban areas requires research, synchronous investment and prioritization of the framework drainage system of central urban areas. Accordingly, in order to concretize the Thua Thien Hue Urban Master Plan (now Hue City) approved by the Government on the Hue Urban Master Plan to 2045, with a vision to 2065, the city is applying digital technology in managing drainage databases, controlling, warning and handling emergency situations related to natural disasters and the environment.
With the smart drainage system, the management agency will have more convenience in monitoring the infrastructure, such as the operating status of the sewer system, pumping stations, and reservoirs. Operational data is updated daily, helping to effectively manage drainage activities and promptly provide appropriate solutions to resolve incidents and natural disaster situations...
The city is focusing on investing in, renovating and upgrading the canal system and drainage axis to ensure quick and convenient drainage to the Huong River. Using existing upstream reservoirs such as Ta Trach, Binh Dien and Huong Dien; at the same time, effectively regulating existing reservoirs to reduce and prevent floods downstream. Improving the channel bed, preventing and promptly handling violations of the law on dykes in the Huong River basin. In addition, building and upgrading works to prevent and combat riverbank and coastal erosion to ensure the safety of residential areas, infrastructure and coastal stability. |
