- According to calculations by the authorities, in the last two months of 2024, the number of vehicles carrying import and export goods will increase by about 30% compared to previous months. In order to prevent congestion of vehicles carrying goods at the border gates, the authorities at the border gates and related sectors are implementing measures to improve customs clearance efficiency.

From the end of October 2024 to present, the number of import and export cargo vehicles clearing customs through the province's border gates has averaged 1,300 vehicles/day, peaking at 1,500 vehicles/day, an increase of more than 200 vehicles compared to previous months.

Specifically, at the Tan Thanh - Po Chai customs clearance (area of ​​landmarks 1090-1091) belonging to the Huu Nghi International Border Gate (Vietnam) - Huu Nghi Quan (China) pair, from October 30 to now, on average, more than 470 vehicles carrying import and export goods clear customs every day.

Mr. Nong Quang Hung, Deputy Head of Tan Thanh Border Gate Customs Branch, said: The number of vehicles carrying import and export goods through the area at this time increased by 20% compared to the beginning of October 2024. To promote customs clearance of goods, the branch has directed professional teams to prioritize procedures according to the "3 - 1" principle, that is, to clear customs for 3 trucks of fruits and agricultural products before clearing customs for 1 truck carrying other goods. Currently, the branch conducts inspections through the electronic declaration system and only requires a certificate from the plant quarantine agency to allow customs clearance for trucks carrying fruits and agricultural products. With this solution, the clearance time for a truck of goods through Tan Thanh Border Gate is less than 2 minutes.

Similarly, at Huu Nghi International Border Gate, from October 30 to November 5, an average of about 220 trucks carrying export goods and more than 560 trucks carrying import goods cleared customs every day, an increase of 100 - 120 trucks/day compared to early October 2024. At Chi Ma Border Gate, there were more than 150 trucks carrying goods cleared customs every day, an increase of about 50 trucks compared to before.

Mr. Nguyen Anh Tai, Deputy Director of the Provincial Customs Department, said: The Provincial Customs Department has directed the customs branches at the border gates to prioritize the procedures for enterprises to import and export shipments in the "green channel". At the same time, during the procedure, the main focus is on analyzing information on import and export goods, only conducting physical inspections when detecting signs of violations, thereby helping to shorten the time for customs clearance. At the same time, the leaders of the department have directed the customs branches to establish a zalo group to connect and exchange in two directions with import and export enterprises, thereby grasping the difficulties, problems, recommendations and proposals of enterprises to promptly handle and support enterprises on the same day, not letting enterprises have to store goods at the yard until the next day.

Along with customs forces, border guards at border gates have recently increased their monitoring of border gate information, proactively developed traffic flow plans, and assigned 24/7 shifts to regulate vehicles when the number of vehicles carrying import and export goods through border gates increased dramatically.

Along with the direct solutions of the functional forces at the border gates, the provincial departments and branches have also proactively coordinated to implement solutions. Typically, the Department of Industry and Trade has directed the specialized department in charge to carry out the procedures for granting certificates of origin (C/O) to enterprises (each set of documents to be checked in no more than 10 minutes); regularly inform the developments in border trade activities in the province to relevant agencies of domestic localities to proactively inform enterprises to regulate goods brought to the province's border gates at the end of the year, thereby avoiding the situation of enterprises transporting goods to the province's border gates at the same time, thereby reducing the congestion of vehicles carrying import and export goods at the border gates.

Mr. Hoang Khanh Duy, Deputy Head of the Management Board of Dong Dang - Lang Son Economic Zone, said: From now until the end of 2024, the number of vehicles carrying import and export goods, especially export goods, through the province's border gates will continue to increase. Therefore, implementing the direction of the Provincial People's Committee, in order to promote customs clearance of goods, in mid-November 2024, the department and related sectors will hold talks with Chinese agencies of the same level to agree to increase customs clearance time at some border gates; optimize the inspection and control process of import and export goods; facilitate the clearance of fresh fruits; agree to handle arising incidents via direct phone calls... Thereby, contributing to promoting smooth import and export activities through the province's border gates, without congestion of cargo vehicles at the border gates.

With the initiative of relevant forces and sectors, although the number of vehicles carrying import and export goods, especially vehicles carrying export goods to the province's border gates at this time has been and continues to increase, customs clearance of goods is still carried out quickly and conveniently. This contributes to creating confidence for businesses operating in import and export of goods to continue carrying out import and export procedures through Lang Son province in the coming time.
