Agree to add more than 424.5 billion VND to implement expanded immunization in 2024

Briefly presenting the report, Minister of Finance Ho Duc Phoc said that the Government submitted to the National Assembly Standing Committee an additional budget estimate for health, population and family affairs in 2024 of the Ministry of Health of more than 424.5 billion VND to carry out expanded vaccination activities in 2024.

Specifically, the budget for purchasing vaccines in 2024 and the reserve in the first 6 months of 2025 is more than 423 billion VND (11 types of vaccines: Hepatitis B for newborns, tuberculosis, oral polio, measles, measles - rubella, Japanese encephalitis, diphtheria - whooping cough - tetanus, tetanus - reduced dose diphtheria, tetanus, rota, DPT-VGB-Hib), including 110.6 billion VND to pay for the contract to purchase 2.8 million doses of DPT-VGB-Hib vaccine on February 5, 2024 between the National Institute of Hygiene and Epidemiology and Vaccine and Biological Products Company No. 1.

The budget for compensation for vaccine-related adverse events in 2024 is nearly VND 1,497 billion, including: VND 118 million for compensation for 1 severe adverse event in 2023 and VND 1,379 billion expected to compensate for 12 severe adverse events that may occur in 2024.

Briefly presenting the review report, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh said that the Government's submission to the National Assembly Standing Committee to supplement the 2024 state budget estimate of the Ministry of Health to implement expanded immunization activities has sufficient legal basis and is within the authority prescribed; meeting the requirements of necessity to ensure the safety of health and lives of people, especially children.

The majority of opinions in the Standing Committee of the Finance and Budget Committee agreed with the Government's plan on funding for vaccine purchases in 2024 and reserves for the first 6 months of 2025; at the same time, the Government was requested to take responsibility for allocating funding for vaccine purchases in accordance with the law, ensuring the rationality to implement the vaccination task according to the set plan.

Concluding this content, Vice Chairman of the National Assembly Nguyen Duc Hai said that the National Assembly Standing Committee agreed to supplement the 2024 health, population and family expenditure estimate for the Ministry of Health by more than VND 424.5 billion to carry out expanded vaccination activities according to the Government's Submission.
