
On the first day (June 26) of the pilot operation of the two-level local government model, most of the Standing Committees and Party Executive Committees of communes and wards in Lang Son held the first Conference (term I), term 2025-2030. The conference discussed enthusiastically, agreed on policies and gave important directions for the operation of the new model.
At the meeting of the Executive Committee of Khanh Khe commune, delegates also gave their opinions to unanimously approve the regulations, rules, resolutions, reports on the preparation work for the Commune Party Congress... This is a solid foundation, ensuring the synchronization and effectiveness of the entire political system of the commune to officially come into operation.

Along with the Party Committee meetings, on the first day of the trial operation, the Standing Committee of the People's Council, People's Committee and Fatherland Front Committee of the communes and wards also simultaneously organized the first Session/meeting. This was an opportunity for the members of the People's Committee to review, adjust and agree on specific plans for implementing the two-level local government model. The serious and focused working atmosphere at the meetings clearly demonstrated the high determination of the grassroots leaders in ensuring the effective operation of the new model.
On the morning of June 26, the People's Committee of Dong Dang commune (new) held its first meeting, discussing and agreeing on many important contents such as evaluating the results of implementing tasks and socio-economic development goals, ensuring national defense and security in the first 6 months of the year, deploying tasks for the last 6 months of the year; discussing and agreeing on important draft reports and resolutions.

This is the panoramic view of the People's Council - People's Committee headquarters of Khanh Khe commune - a typical example of the preparation of facilities for the two-level government model. With a spacious and modern architecture, the headquarters is not only the place where the management and operation activities of the commune government take place but is also fully equipped with functional rooms such as conference halls and offices of specialized departments.
In particular, the Public Administration Service Center (PVHCC) here has fully met the criteria on area, facilities, and equipment, ready to serve organizations and individuals in the most convenient and effective way.

Commune-level authorities are close to and directly serve the people. With the operation of the two-level local government model, it is expected that there will be nearly 400 administrative procedures (AP) directly related to people and businesses at the commune level. Therefore, the public posting of APs by officials is an extremely important step, contributing to ensuring compliance with regulations, publicity and transparency of the settlement process. This activity not only helps people and businesses easily access information but also creates maximum convenience when implementing APs, demonstrating a commitment to a service-oriented administration.

To ensure the success of the pilot operation of the two-level government model, the staff and civil servants of 65/65 communes and wards have been proactive and meticulous in preparing documents for meetings and professional activities. This is a quiet but extremely important step, contributing to ensuring that all information and documents are complete and accurate, thereby effectively serving the direction and administration of all levels of government, creating a solid foundation for official activities.

On the first day of trial operation, the commune-level Public Service Centers in the province welcomed a large number of organizations and individuals to transact administrative procedures. In particular, the ward-level Public Service Centers had a relatively large number of people coming to transact, with some places receiving nearly 200 visits on the first day. Thanks to the preparation of plans and procedures for trial operation, the commune-level "one-stop" staff did not allow overload or congestion to occur, ensuring that the reception, processing and return of results of documents took place smoothly and effectively.

With a friendly, professional and enthusiastic attitude, the civil servants of the Public Service Center of Dong Dang commune (new) are guiding Mr. Luong Van Slen, Con Tong village, Thuy Hung commune, Cao Loc district to carry out administrative procedures. This activity has taken place since the Center started its trial operation according to the new model, ensuring that all procedures are carried out in accordance with regulations, promptly and conveniently for the people, demonstrating the dedication of the staff in serving the people and businesses.

To ensure the two-tier government model operates effectively, especially in the context of strong digital transformation, special attention is paid to the preparation of information technology infrastructure. The image captures the moment when telecommunications staff of Van Quan district are supporting the inspection and connection of transmission lines, ensuring that online public services in communes operate smoothly. This is extremely necessary work, creating a solid foundation for a modern digital administration, serving the people better.

During the trial operation period, the team of communal-level officials and civil servants in general and Ms. Hoang Phuong Lan (far left) and her colleagues at the Khanh Khe Commune Public Service Center in particular were always enthusiastic and diligent in their work, ready for the official operation of the two-level government model.

This is a testament to Lang Son’s careful preparation and determination, aiming to serve the people and businesses best in the new period.

During the 2 days of trial operation of the two-level local government model, VNPT Lang Son arranged 2 staff members to be present in each commune and ward and telecommunications staff to provide remote support to provide comprehensive support for telecommunications services, transmission lines and online public services during the trial operation. On the first day of the pilot operation of the two-level government model, Lang Son Provincial Party Committee established 11 working delegations, divided into groups to comprehensively inspect and supervise 65/65 communes and wards in the area. On the morning of June 26, the working delegation led by Comrade Nguyen Canh Toan, Deputy Secretary of the Provincial Party Committee, inspected Dong Dang commune. This was not only to supervise and urge but also to promptly grasp and remove difficulties and problems arising during the pilot operation, ensuring the most careful preparation for the official day of operation, while demonstrating the attention and close direction of the provincial leaders.

During the trial operation, communes and wards will inevitably encounter difficulties and problems. During the organization of meetings and conferences, the Party Committees and authorities of communes and wards have integrated the exchange of contents related to the trial operation to better implement it on July 1.
