What particularly impressed me was the way the General Secretary not only viewed institutions and laws as a management tool, but also promoted them as a “breakthrough of breakthroughs”, a strategic driving force to liberate all productive forces, unleash all resources, promote human potential and create the foundation for a democratic, equitable and civilized society.
In the context of the country's strong transformation with an increasingly streamlined administrative apparatus, administrative units are being rearranged to better serve the people, with the goal of becoming a developed, high-income country by 2045, the General Secretary's message is truly guiding. It is an affirmation that without a solid institution, an advanced law, without building a society that respects the law, all development aspirations will be difficult to become reality.
I agree with the viewpoint that emphasizes “building a culture of law compliance” as a standard of conduct, because it is the measure of a civilized society. When the law becomes a common belief, when every citizen lives and acts within the framework of the law not out of fear, but out of trust, then that is when the country has the strongest internal strength to rise up.
The General Secretary’s article is not only a strategic orientation for the political system, but also a call for all people to work together to create a modern, effective, rule-of-law Vietnam, where no one is left out of development. With that spirit, I believe that institutions and laws will truly become the “soft infrastructure” that guides the country’s future strength.
Building and perfecting the Vietnamese socialist rule-of-law state is both an urgent and long-term process, requiring perseverance, courage and great aspiration. The General Secretary has clearly pointed out the challenges we are facing, not avoiding or being vague, but facing them frankly and responsibly.

The first is the lack of synchronization and consistency between the thinking of institutional innovation and the practical operation of the political system. Although we have many laws and resolutions on innovation, the management thinking is still outdated in many places, still focusing on “asking and giving”, and still being cautious with new things. This makes it impossible for many correct policies to fully enter life.
Second, law enforcement remains a “weak link” as the General Secretary has pointed out. No matter how progressive the law is, how reformed the institutions are, if enforcement remains fragmented, irresponsible, and lacking in transparency, it will be difficult to consolidate the trust of the people and businesses. Reality over time has shown that in many areas, delays in guidance, confusion in implementation, or lack of determination in handling violations have reduced the effectiveness of policies.
Third, another important challenge is that the culture of the rule of law, the spiritual foundation of the rule of law state, is still not really solid. In many places, people still “fear officials more than the law”, still have the habit of behaving arbitrarily, even circumventing the law. When the law has not become a “standard of living”, the rule of law state still has a long way to go.

To overcome the challenges, in my opinion, the first and most important thing is to continue to strongly innovate the thinking of law-making. We must resolutely abandon the thinking of "if you can't manage it, then ban it", and instead adopt the thinking of serving, facilitating, and encouraging creativity. Law-making must be based on reality, deeply permeate life, and must take people and businesses as the center.
At the same time, it is necessary to improve the effectiveness of law enforcement by clearly defining individual responsibilities, especially those of leaders. Laws must be strictly, consistently, continuously enforced, and have flexible feedback mechanisms from the grassroots and from the people. There must be a mechanism for people and businesses to reflect, monitor, and participate in the process of improving the law in a substantive manner.
In addition, it is necessary to invest in building a culture of rule of law in a systematic manner, from general education to mass media, from public ethics to social behavior. It is necessary to spread the spirit of living and working according to the Constitution and the law, not by orders, but by consensus, self-awareness and trust.
To overcome these challenges, it is necessary to have innovative thinking, dare to think, dare to do, dare to take responsibility for the common good. Perfecting the socialist rule of law state is not only the goal of the judiciary or legislature, but also a key political task of the entire Party, people and army, with the motto "people are the center and the subject".
I believe that, with the determination as expressed in the General Secretary’s article, especially the issuance of Resolution 66-NQ/TW, Vietnam is facing a particularly favorable time to transform those challenges into opportunities, to take great strides in building a truly modern, rule-of-law State for the people. That is the solid foundation for the country to enter an era of growth, wealth and prosperity.
