Digging ditches to "straighten" the flow of Can Dang stream for construction in the downstream area.
This is a project that is of great interest to local people because it not only prevents landslides on Can Dang stream, but also creates a landscape for Tan Bien urban area. However, by early April 2023, there are only 6 months left to complete as planned. The District Construction Investment Project Management Board has only achieved about 40% of the volume.
Mr. Nguyen Trinh Quyen - Deputy Director in charge of the District Construction Investment Project Management Board confirmed that the unit was assigned by the District People's Committee to be the investor but encountered many difficulties during the implementation process, mainly in site clearance. In the project, 11 households had their land recovered but 3 households did not agree to the compensation plan, the remaining 8 households received compensation but still refused to hand over the site.
In addition, the early and prolonged rainy season in 2022 has greatly affected the construction progress of the project. During the rainy season, the water flow of Can Dang stream is strong, the contractor must dig ditches to "direct" the flow; dredge mud at the bottom of the stream to ensure the quality of the construction. Therefore, this project cannot be completed on schedule in October 2023.
Contractors speed up construction progress in downstream areas.
In response to public concerns about whether there had been bank erosion during the construction process, Mr. Nguyen Trinh Quyen confirmed that there had been, but that it was a landslide of the canal bank to straighten the flow, not the embankment that had been constructed. Now that the rainy season has begun, the unit has sent a document requesting the contractor to speed up the construction progress.
The upstream embankment is 420m long, currently under construction for 240m. In the downstream area (Can Dang bridge), the construction unit is digging a canal to "straighten" the stream. It is expected that by the end of 2023, the entire upstream embankment will be completed, and the downstream area will be under construction for 200m. On the other side of the Can Dang bridge stream (on the left from Tan Bien town to Xa Mat), up to now, this land has a large area but is in dispute, awaiting the final decision of the competent authority.
On April 10, 2023, the Tan Bien District Construction Investment Project Management Board sent a document to the construction contractor and the supervisory unit, requesting to accelerate the construction progress of the downstream part (landscape areas 1 and 2) of the project for the site that the investor has handed over. The contractor must submit to the investor a construction plan explanation and construction progress table for the downstream area (landscape areas 1 and 2) of Can Dang stream before April 13, 2023.

At the same time, the contractor must speed up the construction progress of the upstream area of Can Dang stream (landscape areas 3 and 4); prepare a construction progress table for this area and send it to the investor before April 13, 2023.
Previously, on April 5, the contractor sent a document requesting the investor to promptly hand over the site of the downstream area (landscape areas 1 and 2).
Specifically, landscape area 1 has handed over 2,322.77m2 on March 23, 2023 (reaching 15.87%), while the area of 12,310.79m2 has not been handed over. Landscape area 2, there is 1 household that has not handed over the site, 4 households have handed over the site but have not moved their houses, causing obstruction to the contractor's transportation of the fill soil, affecting the progress of leveling landscape area 2.
The Can Dang stream landslide prevention project (Tan Bien district town) is facing many difficulties during implementation and is unlikely to reach the finish line on schedule.
