The Department of Housing and Real Estate Market Management ( Ministry of Construction ) said that in the first 9 months of this year, localities have completed more than 50% of social housing units, and it is expected that by the end of the year, 38,600 more units will be completed, reaching 89%.

In addition to 16/34 localities that are currently able to certainly complete the target assigned by the Prime Minister , there are 8 other localities that are only 200-300 units short of completing the target.

According to the Ministry of Construction, the reason why many localities have not yet completed their assigned targets is because most localities have not yet included social housing development targets in their annual and five-year socio-economic development plans; have not yet arranged local budgets to carry out compensation, support, resettlement, and investment in technical infrastructure to have clean land funds, and assign investors to implement the projects.

Although localities have allocated large land funds, sufficient in quantity, to develop social housing, the "quality" of this land fund is still not guaranteed. Many social housing plots are planned and arranged inappropriately, in places far from the center, lacking connections in technical infrastructure and social infrastructure, so they cannot be put into use immediately; slow site clearance work leads to failure to hand over the site to investors, affecting project progress.
