Prime Minister: People should not have to jostle and scramble to buy social housing.

(Dan Tri) - Noting that social housing policies must be most favorable for buyers, the Prime Minister emphasized that people must not "jostle and run" to buy social housing, which can easily lead to negativity.

This viewpoint was emphasized by Prime Minister Pham Minh Chinh , Head of the Central Steering Committee on housing policy and real estate market, when chairing a conference with ministries, branches, localities and businesses on solutions for breakthrough development of social housing, on the morning of October 24.

The conference was held directly at the Government headquarters and online with 17 provinces and cities with great demand for social housing.

The Head of Government emphasized that the Party and State are determined that in the process of national development, they will not sacrifice progress, social equity, and social security to pursue mere economic growth.

Recently, according to the Prime Minister, the whole country has implemented social security policies very well, leaving no one behind, including completing the elimination of temporary and dilapidated houses nationwide. Vietnam's happiness index also increased by 39 places.

The Prime Minister said that the Government has issued a Resolution on the Project to build at least 1 million social housing units for low-income earners and industrial park workers in the 2021-2030 period, as well as local housing development programs and plans. The Prime Minister reiterated the goal of completing over 100,000 social housing units by the end of 2025.

To date, the country has 696 social housing projects that have been and are being implemented, with about 640,000 apartments. The head of the Government acknowledged that the above results are very encouraging, but compared to the demand, there is still a gap, so more efforts and attempts are needed.

Therefore, the Prime Minister suggested that at this conference, delegates discuss thoroughly to propose tasks and solutions to accelerate the progress of social housing development quickly and sustainably; meeting the needs of those in need of social housing.

On that basis, the Prime Minister said the Government will issue a new resolution to continue to specify the Housing Law and the National Assembly's Resolution on social housing.

Emphasizing that the resolution must provide the most open and favorable mechanisms and policies for all relevant entities, and be implemented as quickly as possible but sustainably with new thinking and approaches, the Prime Minister noted that the selection of enterprises to be assigned the task of developing social housing must be based on standards, procedures, publicity and transparency.

The direction thoroughly implemented by the Government leaders is to decentralize to localities to both promote the competitive advantages of enterprises and promote social responsibility, national sentiment, and compatriotism of enterprises.

The Prime Minister noted that businesses must put themselves in the position and circumstances of people in need of social housing in order to develop social housing.

On the local side, according to the head of the Government, there must be a plan for social housing development, in line with other housing segments. He reiterated the land areas with beautiful locations, convenient for production and business, and at the same time, investing in infrastructure to develop urban areas and housing in underdeveloped areas.

In particular, the Prime Minister noted that policies and implementation of social housing policies must be most favorable for social housing buyers, ensuring publicity, transparency, and promoting digitalization. "People must not have to jostle and run around to buy social housing, which can easily lead to negativity and policy distortion," the Prime Minister emphasized.

Along with that, the Prime Minister requested to diversify credit sources for real estate in general and social housing in particular and consider establishing a social housing fund instead of only relying on bank credit sources.
