The Ministry of Education and Training said that on August 18, Minister Nguyen Kim Son chaired a meeting on the draft plan to organize the high school graduation exam from 2025. Research to organize the high school graduation exam from 2025 at an earlier time than at present.

After listening to the report of the Department of Quality Management - the unit in charge of developing the Draft Plan for organizing the high school graduation exam from 2025; comments from relevant units, the Minister concluded to assign the Department of Quality Management to preside over completing the draft.

At the same time, continue to seek written opinions from 63 Departments of Education and Training to have more basis to complete the draft plan to submit to the Ministry's leaders for submission to the Government Standing Committee for consideration and permission to announce the plan to organize the high school graduation exam from 2025 (expected in September 2023). Specific contents:

Regarding the purpose and time of the exam, the purpose and meaning of the high school graduation exam will remain the same as stated in the Draft Plan published on the Ministry's Electronic Information Portal to collect public opinions. Implement well the decentralization and responsibility in organizing the exam; research to organize the annual exam at an earlier time than at present.

Exams are organized by subject, including compulsory subjects and optional subjects in the 2018 General Education Program: Literature, Mathematics, Foreign Languages, History, Physics, Chemistry, Biology, Economic and Legal Education, Technology, and Information Technology.

Research and clearly explain the legal basis, practical basis, new points and main difficulties and problems in implementation to consider and select the number of subjects of the exam plan.

Regarding exam format: Literature is tested in essay format; the remaining subjects are tested in multiple choice format.

Regarding the test content: Closely follow the requirements for the main competencies and knowledge of grade 12 in the 2018 General Education Program. Have a suitable roadmap to increase the content of competency assessment each year in accordance with the study time according to the 2018 General Education Program of students.

Regarding graduation assessment method: Combining the results of the process assessment and the results of the graduation exam. The Minister of Education and Training also pointed out the tasks that need to be implemented immediately.

Firstly, after receiving additional written opinions from 63 provinces and cities, complete the plan and submit it to the Ministry's leaders to report to the Government Standing Committee for comments before announcing it, to be completed in September 2023.

Establish a Steering Committee to implement the plan to organize the graduation exam from 2025 with members from related units, assign specific tasks to carry out the task. Develop a project and plan to implement the high school graduation exam plan from 2025 according to the roadmap from now to 2030.

The next task is to research and develop exam question formats suitable for the 2018 General Education Program.

In the immediate future, the education sector will focus on preparing teachers to create exam questions (priority will be given to teachers with extensive experience in the 2018 General Education Program); at the same time, organizing training for teachers to create exam questions and create exam questions in accordance with the requirements of the 2018 General Education Program, including both in-depth and general training; organizing conferences, seminars to share and train many subjects participating in creating exam questions. These tasks need to start from the fourth quarter of 2023.
