According to Resolution 60 at the 11th meeting of the 13th Party Central Committee, the policy on the number of provincial-level administrative units after the merger is 34 provinces and cities (28 provinces and 6 centrally-run cities).
In particular, the new Phu Tho province (including Phu Tho, Hoa Binh and Vinh Phuc) borders 7 other localities - the most in the country, including: Hanoi, Thai Nguyen, Tuyen Quang, Lao Cai, Son La, Thanh Hoa and Ninh Binh.

According to the Hanoi People's Committee portal, the capital city borders 9 other localities: Thai Nguyen - Vinh Phuc in the North, Ha Nam - Hoa Binh in the South, Bac Giang - Bac Ninh - Hung Yen in the East and Hoa Binh - Phu Tho in the West.
Hanoi has both mountains and hills and the terrain gradually decreases from North to South, from West to East, in which the plains account for 3/4 of the natural area of the city. The average height of Hanoi is from 5 - 20m above sea level, the high hills and mountains are concentrated in the North and West.

Currently, Thanh Hoa is the most populous province in the country with 3.7 million people. However, after the merger, including 6 centrally-run cities, Ho Chi Minh City (including Binh Duong, Ho Chi Minh City, Ba Ria - Vung Tau) is the most populous in the country with more than 13.6 million people.
Considering the provinces, Dong Nai (composed of Dong Nai and Binh Phuoc provinces) will have the largest population with 4.4 million people. The second is Ninh Binh province (including Ha Nam, Nam Dinh, Ninh Binh) with more than 3.8 million people.

After merging with Thai Binh, Hung Yen province became the smallest province in the country. However, the economic scale of this merged province is among the leading ones in the country. Both Hung Yen and Thai Binh are located in the Red River Delta region. After the merger, Hung Yen province (new name proposed) will have a total area of 2,514.8 km2. The political and administrative center of the merged province will be located in the current Hung Yen province.

After the merger, the role of "economic locomotive" of Ho Chi Minh City is even more evident when accounting for 1/4 of the gross domestic product (GDP), if adding the scale of Ba Ria - Vung Tau and Binh Duong. Accordingly, after the merger, the gross regional domestic product (GRDP) of Ho Chi Minh City leads the country when reaching 2,707,805 billion VND. Ho Chi Minh City previously accounted for 15.5% of GDP. After merging with Binh Duong and Ba Ria - Vung Tau, the influence is even greater when contributing nearly 24% to the country. Ho Chi Minh City's GRDP after the merger is nearly double that of Hanoi. The city's economic scale is also double that of the 6 new localities in the Southwest region combined.
