Many innovations in population policy
The Ministry of Health is drafting the Population Law to create a unified and synchronous legal basis, contributing to institutionalizing the Party's policies and guidelines on population work. At the same time, it will overcome practical limitations and meet the requirements of population management in the new context.
According to Deputy Director of the Department of Health Vo Thi Ngoc Lam, the additional contents in the Draft Population Law are of practical significance, both meeting the needs of the people and serving the national population strategy and human resource development. The contents in this draft are close to reality and related to each specific situation.

Ms. Lam analyzed: The financial support policy for ethnic minority women, women who give birth to 2 children before the age of 35 or in areas with low birth rates is considered a humane measure, contributing to encouraging the birth of 2 children, maintaining a reasonable population structure and a solution to adapt to the aging and labor shortage in the future. This policy also reduces the economic burden on families, promotes equality between regions and affirms the role and rights of women.
The proposal to prioritize social housing for women who have given birth to two children or men who have two children but are unmarried (or have lost their wives) shows the State's concern for women and single fathers, helping them reduce economic and housing difficulties, stabilize their lives and take better care of their children.
“In addition, the regulation of increasing maternity leave when giving birth to a second child not only helps women have more time to recover their health and take care of their young children, but also creates conditions for fathers to share the responsibility of taking care of their children, contributing to promoting gender equality in the family and society,” Ms. Lam shared.
Expecting policies to come into life
With many new policies, the Draft Population Law is attracting the attention of people in the province. Many opinions say that the new policies are "going in the right direction", showing listening and understanding of the difficulties in family life today. "Increasing maternity leave when giving birth to a second child is what many women like me are looking forward to. Having a few more months off helps the mother recover better, and the child is also better cared for. The husband can also participate in taking care of the child, this is a very good way to encourage gender equality" - Ms. Tran Thi Hanh (in Dau Giay commune) who is raising 2 young children, confided.
Along with the joy, many opinions expressed concern. Ms. Tran Thi Kieu Tien (worker at Long Thanh Industrial Park) shared: “Longer maternity leave is a good thing, but I am worried because it is easy to lose my job. In fact, there are businesses that do not comply with legal regulations and deliberately make things difficult for female workers.”
Ms. Chềnh Vênh Thu (a Chinese woman in Bau Ham commune) said: “Raising children now costs a lot of money. If the government supports, it will be a great motivation for women to give birth and raise healthy children. I hope the policy will be passed soon, and when providing financial support, it should be delivered directly to the people, limiting cumbersome procedures.”
For workers from other provinces, the proposal to give priority to buying or renting social housing for women who have given birth to two children or men who have two children but do not have a wife (or have a deceased wife) really meets the desire for a place to "settle down" of many people. "My wife and I have been working as workers in Dong Nai for many years, we do not have a house so we do not dare to have children. If we are given priority as mentioned in the draft, it is a very practical policy" - Mr. Tran Van Lam (worker in Ho Nai Industrial Park, Ho Nai Ward) shared.
In addition to expressing high consensus, people want population policies to be put into practice soon. Population policies only have positive effects when they focus on quality rather than quantity. That means encouraging births, but at the same time ensuring that children are well cared for and educated, women are protected in their health and have opportunities for career development.
