The Draft Documents of the 14th National Congress clearly demonstrate strategic vision, innovative spirit and aspiration for breakthroughs in development thinking.

This afternoon, November 4, right after General Secretary To Lam's speech at the plenary session, the National Assembly discussed in groups the draft documents to be submitted to the 14th National Congress of the Party. Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man participated in the discussion session in Group 11 (including the National Assembly delegations of Can Tho City and Dien Bien Province).

Proactively keep up with global trends

The National Assembly Deputies in Group 11 affirmed that the draft document submitted to the 14th National Party Congress is truly a monumental scientific work, summarizing practice, crystallizing intellectual theory, and forecasting the future, expressing the belief and aspiration of the entire nation to step into a new era of prosperous development.

According to the delegates, the draft Document demonstrates a breakthrough and creativity in scientific methodology through the integration of 3 reports: Political Report, Socio-Economic Report, Party Building and Implementation Report into a Political Report, which is neat, concise, and still comprehensive. The draft Document is meaningful as a platform that sets out a system of guiding viewpoints, national development goals, orientations, key tasks and breakthrough solutions for rapid and sustainable national development with many new and important points.

National Assembly Deputy Le Thi Thanh Lam (Can Tho) emphasized that the draft document submitted to the 14th Congress clearly demonstrated the strategic vision, innovative spirit and aspiration for breakthroughs in development thinking. Major orientations such as: perfecting institutions, promoting digital transformation, developing green economy, improving the quality of human resources and expanding deep international integration show proactively keeping up with global trends in the context of the world being strongly transformed by technology, climate change and geo-economic competition.

The draft Political Report affirms the establishment of a new growth model, taking science and technology, innovation, national digital transformation as the main driving force and private economic development as the most important driving force. "This is not only the inheritance of achievements in the 5-year period of 2021-2025 but also an important qualitative change and towards an independent, self-reliant and sustainable development model in deep economic integration," delegate Le Thi Thanh Lam stated.

In order for the above orientations to truly become a compass for action, delegate Le Thi Thanh Lam suggested that it is necessary to continue to carefully analyze both opportunities, challenges and the ability to realize them. Development strategies need to be nurtured by a synchronous policy system from tax incentives, research support funds, state orders to the formation of a creative startup ecosystem...

Proposing to consider some additional contents of the draft document, delegate Le Thi Thanh Lam said that it is necessary to prioritize focusing resources on science and technology infrastructure and digital transformation, avoiding dispersion; at the same time, consider increasing the investment rate for research and development commensurate with the set development goals, ensuring to create real motivation for innovation.

Along with that, delegates proposed developing high-quality human resources, the foundation of sustainable development. Focus on investing in STEM education, perfecting the selection and evaluation mechanism for cadres based on capacity and integrity, encouraging the spirit of daring to think, daring to do, associated with responsibility and transparency.

In addition, delegates also proposed to add specific policy mechanisms for the Mekong Delta region in training and attracting high-quality human resources. Develop competitive incentive policies to attract domestic and foreign strategic investors to participate in developing the region's science and technology center and digital transformation.

In particular, effectively implement Resolution No. 13-NQ/TW dated April 2, 2022 of the Politburo on socio-economic development orientations, ensuring national defense and security in the Mekong Delta region until 2030, with a vision to 2045. Continue to promote the region's position, ensure national food security, export turnover, and assess the feasibility of key projects and works according to the list to ensure closeness to reality in the coming time.

Building inter-regional transport infrastructure for key economic zones

Also concerned about the difficulties and challenges of the Mekong Delta, National Assembly Deputy Dao Chi Nghia (Can Tho) said that although the Central Government has had policies, the resolution of the region's difficulties and challenges has not been well organized and implemented.

Therefore, delegate Dao Chi Nghia proposed that the Central Committee study and add some specific content to the draft document.

Firstly, supplement the construction of inter-regional transport infrastructure for localities and key economic zones of the country. In particular, the Central Government pays special attention to the Mekong Delta because climate change is happening every day and every hour, requiring a strong national strategy in the coming period to ensure that the challenges of the Mekong Delta are resolved. Delegates proposed to supplement the content of completing the vertical and horizontal expressway network across the entire Mekong Delta in the period of 2026 - 2030 in the section on infrastructure development.

Second, on promoting regional connectivity and development. In the list of priority projects and key works for the 2026-2030 period, delegate Dao Chi Nghia proposed to study and adjust and supplement the Tran De seaport in Can Tho and the high-speed railway lines Hanoi - Ho Chi Minh City, Ho Chi Minh City - Can Tho - Ca Mau. The delegate said that these are very big bottlenecks that the Mekong Delta is facing.

Third, it is proposed to supplement the draft document with specific policy content for the Mekong Delta region on training to attract high-quality human resources, especially in fields related to high-tech agriculture and high-quality agriculture.

The 14th National Congress's political report emphasized the need to innovate and perfect regional development institutions, strengthen regional linkages, and decentralize and delegate powers appropriately. Delegates proposed continuing the regional coordination institution and establishing a development coordination council for the Mekong Delta. This council has the right to allocate capital and coordinate infrastructure planning similar to the coordination board of key economic zones.

Affirming that great solidarity is the driving force, national morality is the spiritual foundation

From the perspective of religious practice, Venerable Thich Duc Thien, National Assembly Delegate of Dien Bien province, emphasized that the draft documents of the 14th Congress have further developed the previous views on national solidarity by affirming national solidarity as the main factor in the Political Report. This is clearly shown in the theme of the Congress, which becomes stronger when mentioning the "era of national rise" and renewing thinking, including the spirit of solidarity as the foundation for moving forward.

Along with that, the Draft Documents of the 14th Congress not only set the goal of socio-economic development, but also affirmed that great solidarity is the driving force, national morality is the spiritual foundation. These two factors blend together to create a vision for national development that is both modern and humane, upholding the tradition of taking people as the root; promoting people's happiness and satisfaction as a measure of the effectiveness of the State apparatus; linking national solidarity with international integration, affirming that national strength goes hand in hand with the strength of the times.

From the practical experience of the Vietnam Buddhist Sangha, Venerable Thich Duc Thien believes that, in terms of religion, it is necessary to emphasize and pay attention to good humanistic values, localized philosophies, core values ​​of national ethics, and fine customs and traditions in religious culture that must be promoted as resources contributing to the country's development.

Venerable Thich Duc Thien proposed to complete the content: "promoting the initiative, creativity, and resources of religious organizations for the cause of national development" in Section VII of the Draft Political Report of the 14th Congress, on page 40 this content will be: "Ensuring and respecting the people's freedom of belief, religion, and non-belief; mobilizing, uniting, and gathering religious organizations, followers, dignitaries, officials, and monks to live a "good life, good religion", accompanying the nation, actively participating in patriotic emulation campaigns and movements; promoting the initiative, creativity, and resources of religious organizations for the cause of national development".
