Proposal to shorten the timeline by one year.
The Department of Construction of Hung Yen province has proposed shortening the construction time for the road connecting Thai Binh ward and Pho Hien ward, aiming for completion in 2027, one year earlier than originally planned. This is a key infrastructure project with a total investment of over 4,900 billion VND, expected to create momentum for socio-economic development in the area.
According to the head of the Department of Construction, due to its crucial role in transportation and promoting economic development between the two largest urban centers in the province, accelerating the project is necessary. This proposal aims to meet the increasing demand for travel and regional connectivity.
Project details
The project to build a road connecting Thai Binh ward to Pho Hien ward was launched by the People's Committee of Hung Yen province on October 31st. The project is managed by the Hung Yen Provincial Investment and Construction Project Management Board No. 2, with an initial planned construction period from 2025 to 2028.
This is the first straight road connecting the two central urban areas of Hung Yen after the administrative reorganization. The road is built to expressway standards, with a notable feature being the reservation of land in the median strip for future urban railway projects.
Context of infrastructure development in Hung Yen
Investing in the Thai Binh - Pho Hien route is part of Hung Yen province's transportation development program for the period 2021-2025, with a vision to 2030. The province is prioritizing transportation routes that serve as driving forces, creating corridors for industrial and service development and providing convenient connections to border gates, seaports, and airports.
Currently, Hung Yen province has a road network stretching over 9,346 km. From 2021 to the present, many important projects have been and are being implemented to gradually form a comprehensive network, such as: the road connecting the Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh; Ring Road 4 - Hanoi Capital Region; and the Ninh Binh - Hai Phong expressway (CT.08) section passing through Hung Yen.

During the implementation process, relevant departments also proposed a plan to connect this road with the road from the National Highway 10 intersection to the Diem Dien seaport, in order to enhance exploitation efficiency and regional connectivity.
