
Cut and simplify administrative procedures based on data.
This Resolution provides for the replacement or reduction of document components in administrative procedures by exploiting or using corresponding information from national databases and specialized databases.
The principle of reduction and simplification
The replacement or reduction of dossier components in administrative procedures is carried out according to the level of response to the exploitation and use of databases; there is no requirement to provide dossier components to resolve administrative procedures where the information in the dossier components already has data in the databases announced by the database management agency.
The agency receiving and handling administrative procedures exploits and uses existing information in the databases to replace the components of the administrative procedure handling dossier.
The replacement and reduction of dossier components by information exploited on databases when handling administrative procedures for Vietnamese citizens living abroad, foreign individuals and organizations living and operating in Vietnam is implemented based on the database's responsiveness.
Individuals logging into the National Public Service Portal or the National Identification Application (VNeID) to request administrative procedure settlement do not have to sign interactive electronic forms.
Administrative procedures with document components are reduced and replaced based on data.
The Resolution stipulates the replacement of documents that are components of administrative procedure records with corresponding information exploited from databases for 786 administrative procedures in the management fields of 14 Ministries and 1 ministerial-level agency: Ministry of Industry and Trade; Ministry of Education and Training; Ministry of Science and Technology; Ministry of Agriculture and Environment; Ministry of Home Affairs; Ministry of Finance; Ministry of Justice; Ministry of Culture, Sports and Tourism; Ministry of Construction; State Bank ; Ministry of Health; Ministry of Foreign Affairs; Ministry of National Defense; Ministry of Public Security; Ministry of Ethnic Minorities and Religions.
The Resolution stipulates that the components of administrative procedure records are replaced by the use of information in the database as follows:
1- Information on the National Population Database is exploited and used to replace the following documents:
2- Information on the Electronic Civil Status Database is exploited and used to replace the following documents:
a) Birth certificate or Birth certificate extract;
b) Marriage certificate;
3- Information on the National Insurance Database is exploited and used to replace the following documents:
4- Information on the Driver's License Database is exploited and used to replace the Driver's License.
5- Information on the National Database on Business Registration is exploited and used to replace the following documents:
6- Information on the Vehicle Registration Database is exploited and used to replace the vehicle registration certificate.
7- Information on the National Land Database is exploited and used to replace certificates of land use rights and ownership of assets attached to land (in the first phase, applied to residential land).
8- Information on the Criminal Record Database is exploited and used to replace the Criminal Record Certificate.
9- Information on the electronic health book platform database is exploited and used to replace the health certificate.
10- The components of administrative procedure records are documents not specified in clauses 1, 2, 3, 4, 5, 6, 7, 8 and 9 that are replaced by data when there is complete information in the above-mentioned databases and other national and specialized databases.
The Resolution also clearly states that the replacement of the above-mentioned documents is also applied to administrative procedures that are not included in the 786 administrative procedures with file components replaced by data specified in this Resolution.
The Resolution stipulates the reduction of documents in the dossier for handling 8 administrative procedures, including: Granting licenses for printing and processing publications for foreign countries (Central and local levels); Registering the designation of food testing facilities that have been legally accredited by a Vietnamese organization or a foreign accreditation organization that is a member of the mutual agreement of the International Laboratory Accreditation Association, the Asia- Pacific Laboratory Accreditation Association, to assess and grant accreditation certificates according to the National Standard TCVN ISO/IEC 17025 or the International Standard ISO/IEC 17025; Registering changes and additions to the scope of designation of food testing facilities for state management; Issuing ID cards for people under 14 years old (Ministry, province, commune level); Amending and supplementing personal information in the dossier of meritorious people.
Exploiting and using information in databases
The Resolution stipulates that individuals and organizations are allowed to exploit and use information to request settlement of administrative procedures and to update and adjust information according to the provisions of law.
The administrative procedure settlement agency is responsible for exploiting and using information to replace information types and components of administrative procedure settlement records.
The process of receiving and handling administrative procedures is replaced by data.
- In case administrative procedure dossiers are submitted online on the National Public Service Portal or via VNeID, the competent person receiving and handling administrative procedures must notify individuals and organizations of the request to supplement or complete the dossier no later than 08 working hours or within the time limit prescribed in specialized legal documents from the time the Administrative Procedure Handling Information System receives the dossier.
Notification is made by one or more methods: sending to the account of the organization or individual on the National Public Service Portal or on VNeID; sending a message or contacting via phone number or email provided by the individual or organization; at the same time instructing the individual or organization to contact the competent authority to update and adjust the data.
- In case the administrative procedure dossier is submitted directly or via postal service, the competent person receiving and handling the administrative procedure shall send a Request for supplementing and completing the dossier to the individual or organization within no more than 01 working day from the date of receipt of the dossier or according to the time limit prescribed in the specialized legal document; carry out the digitization to serve the handling of administrative procedures; and at the same time, instruct the individual or organization to contact the competent authority to update and adjust the data.
This Resolution takes effect from January 1, 2026 to February 28, 2027.
For administrative procedure settlement processes restructured before January 1, 2026, the administrative procedure record components will be replaced by data implemented from that date.
During the effective period of this Resolution, if laws, resolutions of the National Assembly, ordinances, resolutions of the National Assembly Standing Committee, decrees, resolutions of the Government containing provisions on administrative procedures related to the provisions of this Resolution are adopted or promulgated, taking effect before March 1, 2027, the corresponding provisions in this Resolution shall cease to be effective at the time such legal documents take effect.
