At an emergency meeting to respond to heavy rain at noon on November 18, the Gia Lai Civil Defense Command proposed activating a flood response scenario in 51 communes and wards in the Eastern region.
Accordingly, Gia Lai province has set up flood scenario 3.1 (water level of rivers from alert level 3 plus 1m to below historical flood level) for 58 communes and wards in the East of the province. Localities must proactively evacuate people from 3:00 p.m. on November 18, 2025.

The number of communes implementing evacuation according to "flood scenario 3.1" is 51 communes and wards with 8,498/28,987 people, including 7,957 households/28,169 people evacuated in a mixed manner and 540 households/816 people evacuated in a centralized manner.
From November 17 to 18, the eastern region of Gia Lai experienced widespread heavy rain, with water levels rising rapidly in reservoirs, streams and residential areas. Floods in the lower reaches of the Ha Thanh and Kon rivers caused many communes and wards such as Quy Nhon Dong, Quy Nhon Tay, Quy Nhon Bac, Tuy Phuoc, Tuy Phuoc Dong, Tuy Phuoc Bac... to be deeply inundated and isolated; many areas were forced to evacuate urgently at night.
According to the provincial Hydrometeorological Station, from November 18 to 20, the eastern part of the province will continue to have moderate to very heavy rain, up to 300mm in some places, with a high risk of flooding in low-lying areas.
On November 18, Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan issued an urgent dispatch, requesting localities to absolutely not be subjective, be ready to respond to situations of rain exceeding forecasts, rapidly rising floods; and strictly implement the "4 on-the-spot" motto.

The dispatch emphasized the need to fully activate flood response plans; evacuate people in areas at risk of flash floods and landslides, especially around Ba Hoa Mountain, Hon Cha, Ganh... During the evacuation process, localities must arrange support forces and provide food and necessities at safe gathering points.
The Provincial Military Command and Provincial Police were mobilized to the grassroots to support the evacuation of people, access isolated areas, and deploy emergency relief.
On the same afternoon, Mr. Pham Van Nam, Director of the Department of Education and Training of Gia Lai province, issued a document requesting affiliated units and People's Committees of communes and wards to proactively respond to heavy rains, floods and landslides. To ensure the safety of students, the entire province allowed 26,616 students at 38 schools in the Eastern region to stay home from school.

Many reservoirs are full of water, overflowing simultaneously
According to the Gia Lai Province Civil Defense Command, as of November 18, the eastern region had 164 reservoirs, of which 33 were full and 47 were overflowing. The western region had 119 reservoirs, of which 77 were full and 83 were overflowing. Some large reservoirs continued to regulate to reduce flooding in the downstream areas.
