The highest gas electricity purchase price in 2025 is 3,069.38 VND/kWh, a significant increase compared to before.

The highest price bracket for electricity using natural gas is over 3,000 VND, while the price for hydropower plants is 1,110 VND/kWh.

Deputy Minister Nguyen Hoang Long has just signed and issued a decision of the Minister of Industry and Trade , approving the price framework for electricity generation of combined-cycle gas turbine thermal power plants using natural gas in 2025 and the price framework for hydropower plants.

Accordingly, the 2025 electricity price framework applicable to combined-cycle gas turbine thermal power plants using natural gas is issued on the basis of Circular 09 stipulating the dossier, order, procedures, methods for determining and approving the electricity price framework; stipulating the dossier, order, procedures for developing and approving the electricity import price framework.

Specifically, the electricity generation price range in 2025 is from 0 - 3,069.38 VND/kWh (excluding VAT). The maximum price is 3,069.38 VND/kWh. This is a fairly high increase compared to 2024, when the electricity generation price range for combined-cycle gas turbine thermal power plants using natural gas was the highest at 2,604.97 VND/kWh (excluding VAT).

Based on the electricity generation price framework, Vietnam Electricity Group (EVN) and the power generation unit sign a power purchase contract on the basis of compliance with legal regulations on methods for determining electricity generation service prices issued by the Ministry of Industry and Trade.

For the electricity generation price frame for hydropower plants, the price is from 0 - 1,110 VND/kWh, unchanged from before (price does not include water resource tax, forest environmental service fee, water resource exploitation right fee and value added tax). Thus, the maximum price for this type is 1,110 VND/kWh.

With the above approved price, the price frame corresponds to EVN's proposal. The price frame for hydropower plants is determined based on the regulations on the method of determining the maximum price of the power generation price frame for hydropower plants of all three regions.

For combined cycle gas turbine power plants using natural gas, the price proposed by EVN is 3,069.38 - 3,077.79 VND/kWh.

This price frame is based on input parameters calculated based on the negotiation records of the power purchase contracts of O Mon 2 and O Mon 4 power plants using Lot B gas.
