Implementing the direction of the Prime Minister in Decision No. 444/QD-TTg dated February 27, 2025 on assigning targets for social housing development by 2030, the province was assigned to build 21,865 social housing apartments in the period of 2025 - 2030, of which 1,390 apartments will be completed in 2025. Accordingly, the province has proactively implemented measures to ensure land funds for social housing development in accordance with regulations. In particular, land funds have been arranged to develop social housing and workers' housing in localities with industrial parks and clusters such as Viet Tri city, Phu Ninh district, Tam Nong district, Thanh Ba district. Currently, the district-level People's Committee is organizing the preparation of detailed planning at a scale of 1/500 as a basis for approving investment policies and selecting investors to implement the project.
The arrangement of land fund for the construction of social housing, including accommodation for workers in industrial parks and a minimum area of 20% in commercial housing projects and urban areas, has been seriously implemented. Up to now, the whole province has arranged 142.48 hectares of land for the construction of social housing, meeting the requirements of current laws. For projects with a 20% land fund, the province requires investors to urgently invest in the construction and completion of technical infrastructure; in case of not investing in the construction of social housing, it will be handed over to the province to invite other capable investors to implement it.
According to the report of the Department of Construction, from 2021 to now, there have been 6 social housing projects implemented in the province. Of which, 711 apartments have been completed and put into use in 2 projects: Low-rise social housing area at lot NO2 with 123 apartments; Social housing area for workers in Phu Ha Industrial Park - Phu Tho town with 588 apartments; Social housing project for workers in Phu Ha Industrial Park in Ha Loc commune, Phu Tho town invested by Viglacera Corporation - JSC with a total of 558 apartments (including 4 buildings, each building has 6 floors). Next is the Thuy Van Industrial Park Workers' Housing Project, Viet Tri City, which has basically completed the investment and construction; it is expected that by the end of 2025, 320 more apartments will be completed. In addition, the Housing Project for Workers and Experts in Hoc Cheo area, Tien Kien commune (Lam Thao district) is also in the process of selecting investors to implement the project. The Social Housing Project in Thanh Cong area, Tho Son ward, Viet Tri city is also expected to complete the project by the end of 2025, putting 279 units into use.

During the implementation process, in addition to the advantages related to the completed legal corridor along with preferential policies on tax, credit and land fund; the close leadership and direction of the Government , ministries, branches and local authorities in removing obstacles, creating favorable conditions for enterprises to participate in investing in social housing development, the implementation of the Project also encountered many difficulties. That is, a number of projects have been approved for investment but most of them are behind schedule, mainly due to difficulties in compensation and site clearance. On the other hand, due to limited local budget resources, infrastructure investment is not synchronous compared to development needs, especially regional and inter-regional transport infrastructure; the State budget has not yet stipulated preferential policies to support investors in building social housing. Therefore, there are very few investors participating, leading to social housing development not meeting the needs of low-income people. Mobilizing non-budgetary capital sources to develop commercial and social housing also faces many difficulties, so it has not attracted investors, organizations and individuals to participate in construction investment...
Comrade Dao Hoang Chinh - Deputy Director of the Department of Construction said: In the face of the above difficulties and obstacles, the Department of Construction has proposed the Ministry of Construction and other ministries and branches to supplement mechanisms and policies, especially on capital sources to encourage and provide incentives to attract businesses to participate in investing in the development of social housing. At the same time, the Department will also speed up the implementation of new planning projects on workers' housing in industrial parks in the area, as a basis for attracting investors. Continue to speed up the implementation of social housing projects and workers' housing projects that have been and are being implemented in the area, to soon hand over and put into operation; Along with that, speed up the implementation of the plan to build and renovate old apartment buildings... In addition, the industry will also continue to coordinate with functional agencies and localities to promote propaganda and mobilize people with land in the area that must be recovered to implement housing projects to comply with compensation and resettlement work to clear the site, creating clean land for investors to implement the project. Strengthen inspection, examination, supervision and handling of violations of the law in the implementation of policies and programs for social housing development in the area.
