- Sir, from July 1, 2025, the activities of the Hanoi Social Work Center and Children's Support Fund will be regulated. How to adjust to flexibly adapt to the 2-tier local government model?
- When implementing a two-level local government, with the characteristic of being close to the people; the commune and ward levels perform tasks and report directly to the city, so there will be no time wasted going through an intermediate level.
Previously, the implementation process took more time to contact and transfer because our Center had to contact the District, Town, and City Health Department; then, the Health Department would transfer the information to the commune, ward, and town to implement the intervention and support. After completing the intervention and support, the commune and ward reported to the District, Town, and City Health Department to synthesize and respond to the Center.

Now, clearly defining the authority for communes and wards in the field of Social Protection and the field of children will make it more convenient for the Center to provide social work services, such as: Gathering and receiving homeless people and people in need of emergency protection; consulting and assisting victims of violence, abuse, human trafficking, forced labor; providing emergency social assistance to people in difficulty, death, or injury due to natural disasters, fires, epidemics, etc.
Support for beneficiaries of social assistance policies; support for children in special circumstances, difficult circumstances... is also more convenient because the People's Committees of communes and wards proactively direct local sectors to coordinate implementation.
- Does the two-tier local government model also help the Center increase its accessibility and quick response, sir?
- That's right. The officers in charge of social affairs at the commune and ward levels, with the advantage of being close to the people, understanding the area and understanding the characteristics of the population, can detect early signs of danger and easily grasp the situation. Therefore, they can quickly and promptly deploy emergency assistance activities for cases of abuse, violence, casualties, etc.
The support direction is also faster, because any arising situation will be consulted directly with the city leaders. Thanks to that, victims, especially children, women, and the disadvantaged can be supported quickly, according to their needs and minimize psychological and physical consequences.
- Based on the functions and tasks of the Center and the provisions of Decree 147/2025/ND-CP dated June 12, 2025 on regulations on the division of authority of two-level local authorities in the field of state management of the Ministry of Health , How will the Center be proactive in implementing and coordinating well with local authorities in organizing the implementation of specific professional tasks, sir?
- Firstly, the Center will promptly contact and collect information from the authorities and focal points at the commune and ward levels to coordinate in performing tasks; be ready to assist cases in need of emergency protection; focus on and receive homeless people; coordinate with communes and wards to complete the database of cases in need of assistance to have a basis for immediately implementing tasks, without interruption affecting the rights of children and groups in need of assistance.

Second, advise and propose the Hanoi Department of Health to submit to the City People's Committee to amend and supplement Decision No. 2252/QD-UBND dated April 17, 2023 of the Hanoi People's Committee on the implementation of the work of gathering homeless people in Hanoi and Inter-sectoral Instruction No. 2320/HD-LS: LĐTBXH-CA-YT-VH&TT-DL dated June 2, 2023 to ensure consistency in implementing the two-level local government model.
With the assigned functions, tasks and legal regulations, in the coming time, the Social Work Center and the Hanoi Children's Support Fund will strengthen solidarity, efforts and determination to improve the quality of staff work, invest in facilities and equipment, carry out digital transformation, digitize documents and databases. We will coordinate well with local authorities, promote communication, propaganda, consulting, assistance, focus, reception, management, care and nurturing of subjects at the Center; mobilize resources to continue implementing many meaningful programs and activities to support children in difficult and special circumstances, contributing to ensuring social security in the capital.
