Recently, the Provincial People's Committee has directed functional units to implement many other solutions such as: Regularly monitoring and checking the normal working status of works and projects; requiring contractors to strictly implement the construction warranty in accordance with the signed contract; inspecting and urging contractors to comply with the terms of the signed contract; resolutely and strictly handling contractors who violate the quality of works according to the provisions of the contract.

The leaders of the provincial People's Committee have regularly inspected the progress of traffic projects. On May 22, Chairman of the provincial People's Committee Nguyen Van Son directly inspected the progress, worked with Ham Yen district, the investor, and contractors to remove difficulties in the construction of the Tuyen Quang - Ha Giang expressway through Ham Yen district. At the meeting, the Chairman of the provincial People's Committee requested: Ham Yen district must be more drastic in directing the site clearance work. The Provincial Traffic Construction Investment Project Management Board must focus highly, regularly inspect and urge contractors, and must be drastic with contractors with weak capacity and who cannot ensure progress. Contractors need to mobilize all human resources and machinery to concentrate, take advantage of time and weather to construct 3 shifts, 4 teams. The Department of Construction is responsible for advising the Provincial People's Committee to regularly remove obstacles and difficulties of units, and closely coordinate with agencies and units to urge construction progress.

According to the report of the Provincial Traffic Construction Investment Project Management Board, the Tuyen Quang - Ha Giang Expressway Project Phase I through the province has handed over 99.98% of the site to the contractor. However, there are still 84 households that are still stuck and have not been handed over, especially households that have relocated and resettled in the district. Currently, the site leveling and technical infrastructure construction is being carried out 24/7 in the resettlement area serving 479 resettled households, of which all areas have met the conditions for land allocation; land has been allocated to 421/479 households. The total construction value of the project to date has reached more than 1,768 billion VND, reaching 37.48% of the contract value.

The supervisory consultants not only provide technical advice, resolve any problems that arise, but also supervise the quality of the contractor's construction work, guide the contractor in payment and settlement procedures, resolve any problems, and bring the project to completion on time.

The Son Duong town bypass and the construction of a bridge across the Pho Day River have a total length of more than 4 km, with a total investment of over 329 billion VND, including site clearance and construction packages. The project is invested by the Department of Construction. The final stages of the project are being constructed. Mr. Nguyen Truong Son, chief supervisor of Hong Ha Engineering and Construction Consulting Joint Stock Company, said: Supervision of quality, labor safety and environmental sanitation is easy to implement, but supervision of volume and progress depends on many objective factors.

On this basis, the unit always complies with regulations on investment project management; constantly improves capacity and responsibility in organizing project implementation; selects organizations and individuals with sufficient conditions and capacity appropriate to the scale and type of project to implement.

For each project, the Board assigns technical staff to coordinate with the supervision consultant and the contractor's technical staff to regularly be present at the site to check the construction progress, avoiding the situation of having to do it over and over again. Along with that, community supervision and site inspection to monitor and control progress, quality, and occupational safety and hygiene are promoted, thereby detecting and strictly handling violations according to regulations. The province's traffic works are being accelerated, striving to meet the progress and quality requirements upon completion.
