On May 25, the Ethnic Committee of Khanh Hoa Provincial People's Council organized a working group to conduct thematic supervision of the "Clean water program for ethnic minorities and mountainous areas in Khanh Hoa province" in Khanh Vinh district.
The monitoring delegation inspected a number of domestic water supply system projects in Khanh Trung and Khanh Nam communes, then had a working session with the People's Committee of Khanh Vinh district.

According to the report of Khanh Vinh District People's Committee, the district currently has 19 centralized rural clean water supply works. Of which, 3 are sustainable, 6 are relatively sustainable, 8 are less sustainable and 2 are not operating due to degradation and damage. Up to now, the rate of households using hygienic water for daily life has reached 99%, the rate of households using clean water meeting Vietnam's standards has reached 20.3% (of which 4 communes meet the criteria for using clean water in the New Rural Development Program). In general, in recent times, the exploitation of centralized water supply works and systems at household scale has been well implemented by units and localities, ensuring environmental protection, water security and quality of domestic water for people. Every year, thanks to good propaganda work, people's sense of responsibility for protecting works and water supply systems and using water economically has been increasingly enhanced. However, the locality also faces many difficulties in investing in construction, management and exploitation of water supply works and systems such as: Small-scale water supply works, non-concentrated population density and the majority of ethnic minorities have many difficulties in life... are unfavorable conditions for other businesses, organizations and individuals to invest in rural clean water services; people using water from existing water supply works are mostly ethnic minorities, living in difficult circumstances, so it is difficult to collect water usage fees to cover maintenance costs and pay salaries for project managers; most of the works have degraded and damaged... At the meeting, the leaders of Khanh Vinh district also requested the Department of Agriculture and Rural Development to advise the Provincial People's Committee to soon implement the project of Domestic Water Supply System for Northern Communes to implement the New Rural Development Program in the district, while meeting the need for clean water for people to use.

Through on-site inspection and working with the locality, the monitoring team highly appreciated the management and use of water supply works and systems in the past time, especially the assignment of responsibility for this work to each commune and village, which has contributed to improving the efficiency of exploitation of the works. The monitoring team also requested the District People's Committee in the coming time to review and assess the current status of degraded and damaged works to have a plan for repair and remediation; at the same time, review, report and propose specific policies on investment in expanding the domestic water supply network, in order to ensure reasonable investment factors, scientific operation, improve water quality and be optimistic in collecting water usage fees from people to contribute to ensuring the cost of maintenance and repair of works and paying salaries for staff managing the works...
