Teachers giving extra classes outside of school has become more common in recent years. Along with that, many regulations and rules have been issued to regulate this activity.
Are teachers allowed to tutor at home?
Article 4, Circular 17/2012/TT-BGDDT stipulates cases where extra teaching is not allowed. Accordingly, teachers are not allowed to give extra lessons to students who have been organized by the school to study 2 sessions/day. No extra lessons are allowed for primary school students, except in the following cases: training in arts, sports , and life skills training.
Teachers who are receiving salaries from the salary fund of public service units are not allowed to organize extra teaching or learning outside of school, but can participate in extra teaching outside of school. At the same time, teachers are not allowed to teach extra teaching outside of school with students who are teaching regular classes without the permission of the Head of the agency managing that teacher.

Thus, teachers are not allowed to teach extra classes to primary school students, students who study two sessions a day, and students who organize extra classes at home... Teachers can only participate in extra classes outside of school at other tutoring centers that have registered for extra classes.
However, in reality, not many teachers go to licensed businesses to teach extra classes. Most teachers will work with parents to borrow/rent a location and invite other teachers to teach. This activity usually does not require a business license, but exists because of the reason "parents have a need".
What principles must extra learning and teaching meet?
In Article 3, Circular 17/2012/TT-BGDDT stipulates that extra teaching and learning must contribute to consolidating and improving knowledge, skills, and personality education of students; be suitable to psychological characteristics and not cause a situation beyond the learner's ability to absorb.
Supplementary learning programs are not allowed to reduce the content of the regular general education program to include in extra teaching hours; and the content of the regular general education program must not be taught in advance.
The subjects of extra classes are students who have the need to take extra classes, voluntarily take extra classes and have the consent of their families; no form of coercion is allowed to be used to force families and students to take extra classes. In particular, organizations and individuals organizing extra classes and teaching activities must be responsible for the content of the registration and request permission to organize extra classes and teaching activities.
At the same time, teachers do not organize extra classes according to regular classes; students in the same extra class must have equivalent academic ability; when placing students in extra classes, it must be based on the students' academic ability.
