
The data-driven and digital technology-based operating ecosystem, synchronized with the direction of building a digital government, is introduced by CMC Technology Group. The ecosystem is developed based on a "platformization" and "modularization" mindset, enabling localities to deploy quickly, operate simply, and scale up.
The ecosystem is built on a three-pillar model: digital government, digital society, and digital economy , creating unified governance capacity from the grassroots level, reducing information latency, and improving the quality of service to citizens.
The main pillar of digital government focuses on modernizing the administrative and operational activities of local governments, automating processes, and providing intelligent monitoring tools to enable leaders to make quick and accurate decisions. The goal is to create digital offices, reduce paperwork, and standardize processes.
The digital society pillar aims to simplify administrative procedures, provide convenient online public services, put citizens at the center, and build effective two-way interaction channels. Citizens can access services through multiple touchpoints such as mobile applications, kiosks/portals, and digital assistants, reducing travel time and increasing the ability to provide feedback and monitor service quality.
In the digital economy pillar, the solutions support localities in managing supply and demand, businesses/households, labor, and some essential services; while also creating conditions for local products (such as OCOP products, agricultural products, and regional specialties) to access wider markets, contributing to sustainable development based on data.

The digital transformation ecosystem at the ward and commune level is a step towards putting technology into practice, serving people right at the front lines.
In addition to the digital transformation platform at the ward and commune level, CMC also introduced a set of 8 platform-based and modular solutions, including 1 core platform and 7 digital solution modules serving public operations and services. The solutions are designed for phased deployment, prioritizing essential problems before scaling up; and are also geared towards deployment within domestic infrastructure to ensure data security.
Typical digital solution modules in the ecosystem include: C-Vision (AI vision for security, traffic, and urban monitoring); C-Agent and CLS (AI assistants supporting staff in handling tasks and quick searches, with CLS strongly oriented towards supporting legal matters, regulations, and documents); C-AI Office (supporting digital offices, reducing paperwork, and increasing work efficiency); C-Health, C-ID, and C-Notary (serving essential needs including digital healthcare, digital identification, and electronic notarization).
