(Dan Tri) - Minister of Home Affairs Pham Thi Thanh Tra has just reported on supplementing and completing the plan to arrange and streamline the Government 's organizational apparatus.
Establishment of the Ministry of Ethnic Minorities and Religions Based on the opinion of the Politburo in Document No. 13038-CV/VPTW of the Central Party Office on the conclusion of the Politburo meeting on January 10, 2025 on the plan to reorganize and streamline the Government's apparatus, the Ministry of Home Affairs (the standing agency of the Steering Committee) reports to the Government's Steering Committee on supplementing and completing the summary report of Resolution No. 18-NQ/TW and the plan to reorganize and streamline the Government's apparatus. Accordingly, regarding the names of ministries, ministerial-level agencies, and agencies under the Government, the Politburo's opinion on the names after the merger of a number of ministries is accepted, specifically as follows. Maintain the name of the Ministry of Finance after merging the Ministry of Planning and Investment and the Ministry of Finance . Maintain the name of the Ministry of Home Affairs after merging the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Home Affairs. Maintain the name of the Ministry of Construction after merging the Ministry of Transport and the Ministry of Construction . Maintain the name of the Ministry of Science and Technology after merging the Ministry of Information and Communications and the Ministry of Science and Technology. Maintain the name of the Ministry of Culture, Sports and Tourism after taking over the state management function of the press from the Ministry of Information and Communications . Establish the Ministry of Ethnic Minorities and Religions on the basis of the Ethnic Minorities Committee taking over additional functions, tasks, and organization of the state management apparatus of religion from the Ministry of Home Affairs. Specifically, the Ministry of Agriculture and Environment, the Ministry of Foreign Affairs, the Ministry of Health, the Ministry of Education and Training, the Ministry of National Defense, the Ministry of Public Security, the Ministry of Justice, the Ministry of Industry and Trade, the Government Office, the Government Inspectorate, the State Bank of Vietnam, the Vietnam Academy of Science and Technology, the Vietnam Academy of Social Sciences, Vietnam Television, the Voice of Vietnam , and Vietnam News Agency. Transferring the organization of the state management apparatus of the press to the Ministry of Culture, Sports and Tourism. Accepting the opinions of the Politburo on transferring a number of functions, tasks, and organizational apparatus of a number of ministries, ministerial-level agencies, and agencies under the Government in the direction of transferring the functions, tasks, and organizational apparatus of the state management apparatus of the press from the Ministry of Information and Communications to the Ministry of Culture, Sports and Tourism. Transfer the functions, tasks, and organization of the state management apparatus on poverty reduction from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Agriculture and Environment. Adjust and amend the functions and tasks of the Institute for Economic and Financial Strategy and Policy Research, excluding the functions and tasks of the Central Institute for Economic Management Research (because the Politburo has decided to transfer this Institute to the Central Policy and Strategy Committee). End the operation of the State Capital Management Committee at enterprises; transfer 18 groups and general companies currently under the management of the State Capital Management Committee to the Ministry of Finance; transfer Mobifone Telecommunications Corporation to the Ministry of Public Security for management (the Party organization of the Corporation is transferred to be directly under the Central Public Security Party Committee). Regarding a number of functions and tasks as proposed by the Ministry of Public Security, the Ministry of Home Affairs reports to the Government Steering Committee to transfer 3 groups of functions and tasks to the Ministry of Public Security for management (without increasing the focal point of the Ministry of Public Security). Specifically, the functions and tasks of state management of drug addiction treatment and post-drug addiction treatment and prevention and control of social evils (currently assigned to the Ministry of Labor, War Invalids and Social Affairs); the tasks of state management of criminal records and implementation of public services to issue criminal records (currently assigned to the Ministry of Justice ); the tasks of testing and issuing road motor vehicle driving licenses (currently assigned to the Ministry of Transport). Regarding the remaining 4 tasks (according to the proposal of the Ministry of Public Security), including: The task of ensuring security and order in border areas and border gates; the task of state management of entry and exit; the task of ensuring information security and network security; the task of ensuring aviation security, the Ministry of Home Affairs requests the Government's Steering Committee to give opinions on this content to serve as a basis for perfecting the functions and tasks of the Ministry of Public Security and related ministries and branches.
