
Mr. Ho Quoc Dung and Ms. Pham Thi Thanh Tra were approved by the National Assembly for appointment as Deputy Prime Ministers.
On the morning of October 25th, the National Assembly held a closed-door meeting on personnel matters, chaired by National Assembly Chairman Tran Thanh Man .
The National Assembly establishes a vote counting committee; conducts a secret ballot on personnel matters; and hears the vote counting committee announce the results of the vote count on personnel matters.
Subsequently, the National Assembly voted electronically to approve the Resolution on ratifying the Prime Minister 's proposal to appoint Ms. Pham Thi Thanh Tra and Mr. Ho Quoc Dung as Deputy Prime Ministers for the 2021-2026 term, with 429 votes in favor (90.51% of the total number of National Assembly deputies).
The new Deputy Prime Minister, Pham Thi Thanh Tra, was born in 1964 in Nam Yen commune, Nam Dan district, Nghe An province (now Van An commune, Nghe An province). She holds a Master's degree in Educational Management and advanced political theory qualifications.
Ms. Pham Thi Thanh Tra is a member of the Central Committee of the Party in the 12th and 13th terms; and a member of the National Assembly in the 15th term.
In Yen Bai province, now Lao Cai province, Ms. Pham Thi Thanh Tra held various positions: Deputy Head of the Education and Training Department of Tran Yen district; Vice Chairman of the People's Committee of Tran Yen district; Deputy Secretary and then Secretary of the Provincial Youth Union; Head of the Provincial Party Committee's Propaganda Department; Vice Chairman of the Provincial People's Committee; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council.
From September 2020 to April 2021, Ms. Pham Thi Thanh Tra held the positions of Deputy Head of the Central Organization Committee and Deputy Minister of the Ministry of Home Affairs.
Since April 2021, Ms. Pham Thi Thanh Tra has held the position of Minister of Home Affairs and Deputy Head of the Central Organization Committee.
The new Deputy Prime Minister, Ho Quoc Dung, was born in 1966 in Cat Tai commune, Phu Cat district, former Binh Dinh province (now De Gi commune, Gia Lai province). He holds a Master's degree in Law and advanced political theory qualifications. Mr. Ho Quoc Dung is a member of the 13th Central Committee of the Communist Party of Vietnam.
Mr. Ho Quoc Dung has held many important positions in the former Binh Dinh province and the newly merged Gia Lai province. These include: Deputy Chief of the Office of the People's Committee of Binh Dinh province; Vice Chairman of the People's Committee of Phu Cat district; Deputy Chief of the Office of the Provincial Party Committee of Binh Dinh; Chief of the Office of the Provincial Party Committee of Binh Dinh; Vice Chairman, then Standing Vice Chairman of the People's Committee of Binh Dinh province; Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Binh Dinh province (2014-2020); and Secretary of the Provincial Party Committee of Binh Dinh province for the 2020-2025 term.
On July 1, 2025, Mr. Ho Quoc Dung was appointed to the position of Secretary of the Gia Lai Provincial Party Committee (new) for the 2020-2025 term.
On October 3rd, at the 1st Congress of the Gia Lai Provincial Party Committee, term 2025-2030, a representative of the Central Organizing Committee announced the Politburo's decision on the appointment of the Provincial Party Committee, the Standing Committee, the Provincial Party Secretary, and the Deputy Provincial Party Secretary of Gia Lai province for the term 2025-2030.
Accordingly, the Politburo unanimously agreed to relieve Comrade Ho Quoc Dung from his positions in the Executive Committee and Standing Committee, as well as from his role as Secretary of the Gia Lai Provincial Party Committee and other related positions, so that the Central Committee can proceed with the process of nominating him for election as Deputy Prime Minister for the 2021-2026 term.
Following the personnel restructuring, the Government leadership consists of Prime Minister Pham Minh Chinh and the Deputy Prime Ministers: Nguyen Hoa Binh (Permanent Deputy Prime Minister), Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Bui Thanh Son, Mai Van Chinh, Nguyen Chi Dung, Ho Quoc Dung, and Pham Thi Thanh Tra. Among them, Pham Thi Thanh Tra is the first female Deputy Prime Minister.
The National Assembly also voted to approve the Prime Minister's proposal to appoint several ministers for the 2021-2026 term, including Mr. Le Hoai Trung as Minister of Foreign Affairs, Mr. Tran Duc Thang as Minister of Agriculture and Environment, and Mr. Do Thanh Binh as Minister of Home Affairs, with 427 votes in favor (90.08% of the total number of National Assembly deputies).
