Helping Ho Chi Minh City fishermen understand the law and say no to IUU fishing

From October 29-31, Border Guard Squadron 18 (Border Guard Command) in coordination with Coast Guard Region 3 Command (Vietnam Coast Guard Command) organized propaganda on combating illegal, unreported and unregulated (IUU) fishing for 60 vessels and about 800 fishermen in the waters of Ho Chi Minh City.

This campaign of propaganda, dissemination and legal education aims to raise awareness, self-consciousness, compliance and strict implementation of the State's laws for fishermen in coastal border areas, contributing to speeding up the process of removing the "yellow card" of the European Commission (EC).

At the propaganda sessions, fishermen were presented with 60 national flags, 60 photos of Uncle Ho by officers and soldiers of Border Guard Squadron 18 and Coast Guard Region 3, and 1,200 leaflets and brochures were distributed with information on things to know in combating IUU fishing; maps of zoning and seafood exploitation routes in Vietnam's waters; things fishing boat owners and fishermen operating at sea need to remember and implement...

After receiving the information, fishermen and fishing boat owners signed a commitment to implement measures against IUU fishing.

In parallel with the propaganda work, the authorities simultaneously launched a peak period of patrolling, inspecting, controlling and handling violations from the end of October to the end of November 2025, covering the area from Khanh Hoa province's sea to Can Tho city's sea.

Units synchronously deploy observation and reconnaissance measures to avoid missing or missing targets, especially fishing vessels that have lost connection to the vehicle monitoring system (VMS); inspect and control 100% of fishing vessels that show signs of suspicion, operate on the wrong route, lose connection to the VMS or violate the "3 no's"; resolutely handle violations; strictly implement the information and reporting process in a timely and accurate manner.

At the same time, we resolutely "declare war" on IUU fishing violations, contributing to completely ending the violations before the European Commission (EC) Inspection Team visits Vietnam for the fifth inspection, determined to contribute with the entire political system to remove the "yellow card" in 2025.

Colonel Nguyen Minh Khanh, Deputy Commander and Chief of Staff of the Coast Guard Region 3 Command, requested agencies, units and forces to uphold their sense of responsibility, proactively complete preparations in terms of human resources, vehicles and equipment; organize patrols, inspections and controls according to plan and legal regulations, and ensure absolute safety throughout the mission.
