According to the report of the Department of Agriculture and Environment of Lang Son city, as of early 2025, the city still has 11,515 land plots that have not been granted the first land use right certificates. According to Plan No. 423/KH-UBND, the goal is that by the end of 2025, the city must complete the granting of first-time certificates for 3,455 land plots. However, by the end of March 2025, the city only had 66 land plots granted the first-time land use right certificates, reaching 1.9% of the annual plan and reaching 0.6% of the total number of land plots without certificates in the area.
Ms. Tran Thi Mai Anh, Head of the City’s Department of Agriculture and Environment, said that the slow issuance of first-time land use certificates is due to the fact that most plots of land lack legal documents, have unclear origins, or are in dispute. In addition, the old system of maps and land records has not been updated synchronously, making verification difficult. In addition, the grassroots land staff has to take on many jobs, causing delays in processing records.
Faced with that situation, the People's Committee of Lang Son city has directed specialized agencies and People's Committees of wards and communes to focus on removing difficulties and synchronously implementing solutions to achieve the set plan goals.
Mr. Duong Cong Dung, Vice Chairman of Lang Son City People's Committee, said: The City People's Committee has assigned the Department of Agriculture and Environment to guide, inspect, and urge establishments; coordinate with the Branch of the Land Registration Office in registering and issuing land use right certificates according to regulations. The inter-district tax agency promptly reviews and handles people's financial obligations to avoid delays.
At the same time, the People's Committees of wards and communes focused on promoting propaganda and guiding people to complete their dossiers; strictly handling cases of intentional non-declaration of land. At the same time, establishing a standing team to directly receive, classify and process dossiers right at the grassroots level to speed up the progress.
Hoang Dong is the commune with the highest number of unregistered land plots in the city with 7,370 plots. According to the plan, in 2025, the commune must complete the issuance of certificates for 2,210 plots. To complete the goal, the People's Committee of the commune has promoted integrated propaganda through meetings in the villages; directed cadastral officers to directly review and count each land plot eligible for registration, and publicize the list in the villages so that people can proactively coordinate implementation.
Ms. Le Minh Quynh Anh, a cadastral officer of Hoang Dong commune, said: The commune only has 3 professional staff. With the current large workload, we have to work overtime, even on holidays to both guide people to fill out their records on the public service portal and organize land measurement and verification. Thanks to that, up to now, the commune has 45 land plots with certificates. From April to mid-May alone, the commune had 24 plots with certificates. Currently, the commune also has 18 files waiting for appraisal and nearly 20 files are publicly posted.
Mr. Lanh Van Tuyen, Ban Vien village, Hoang Dong commune said: I prepared the documents and went to the commune, the land officers guided me step by step to register on the public service portal. Even though it was after office hours, they still enthusiastically supported me, thanks to which the registration was completed quickly.
In Dong Kinh Ward, Ms. Nguyen Thi Huong Sen, Chairwoman of the Ward People's Committee, said: We organized 3 propaganda sessions, attracting nearly 360 people to participate; assigned leaders of the Ward People's Committee to be directly in charge of each area; established a standing team to directly receive and classify documents. Thanks to the methodical implementation, in a rolling form from the beginning of the year until now, the ward has had 25 plots of land granted certificates, cumulatively reaching more than 50% of the target of the number of plots of land requiring certificates.
With the initiative from the grassroots and the strong direction from the city, the work of granting first-time land use right certificates in the area has had many positive changes. From the beginning of April to mid-May, the city has granted nearly 40 certificates for land plots, bringing the total number of land plots granted certificates to 110, with over 100 files awaiting appraisal.
The issuance of land certificates not only helps people stabilize their land use rights, facilitate transactions and loans, but also creates an important foundation for localities to manage land effectively and transparently. In the coming time, Lang Son city will continue to strengthen propaganda, support people to complete procedures, and remove obstacles to complete the target of issuing certificates in 2025.
