People carry out administrative procedures to issue a marriage status certificate at the "one-stop" Department of the People's Committee of Cao Loc town, Cao Loc district.

In July 2022, in order to implement the integration and provision of essential public services in the field of civil status, online registration (birth registration, death registration, marriage registration) on the National Public Service Portal/Provincial Public Service Portal as required in Project 06, the Ministry of Justice requested the People's Committees of provinces and centrally run cities to implement the registration and confirmation of marital status. Immediately after that, the Provincial People's Committee requested the People's Committees of communes in the province to seriously and synchronously implement, creating favorable conditions for people in performing administrative procedures.

Since the end of 2022, implementing the direction of the Provincial People's Committee, the commune-level authorities in the province have stepped up propaganda and widely disseminated the process of online marriage registration and confirmation of marital status through the electronic information page and the loudspeaker system. In addition, the Commune-level People's Committee has also directed the Justice - Civil Status officers at the "one-stop" department to receive 100% of the administrative procedures for marriage registration and confirmation of marital status online, and guide people to submit these procedures on online public services. Since then, the implementation of the process of online marriage registration and confirmation of marital status at the Commune-level People's Committee has brought many conveniences to young people.

According to the law, marriage registration is the legal basis for husband and wife to protect their rights and fulfill their obligations to each other as well as to their family and society; a marriage status certificate is a document issued by a competent state agency to confirm a person's marital status as single (not having a marital relationship according to the provisions of the Law on Marriage and Family).

One day in mid-May 2025, we were present at the “one-stop shop” Department of the People’s Committee of Thuy Hung Commune, Cao Loc District, just as Ms. Hoang Thi Ngoc, Block 8, Dong Kinh Ward, Lang Son City, received the results of the household registration procedure. Before that, Ms. Ngoc had accessed the Provincial Administrative Procedure Resolution System and followed the instructions to complete the submission of the household registration procedure via online public services.

Ms. Ngoc was excited: I didn't think it would be so simple and convenient. Instead of having to go to the commune headquarters to ask the staff about the documents and procedures and then prepare, now everything is available online, just follow the instructions. In particular, I heard that in the past, the family registration procedure had to go through many stages, requiring a certificate of single status, but now this work has been undertaken by the commune's Justice - Civil Status officer through digitized data. I find it convenient and quick, no need to wait in line for a long time. I also don't need to take many days off work.

At the People's Committee of Khanh Khe commune, Van Quan district, since the beginning of 2025, more than 20 applications for marriage registration and confirmation of marital status have been received online. 100% of the applications have been processed and resolved quickly in accordance with regulations. Ms. Luong Thuy Dung, a civil servant in the Department of Justice - Civil Status, said: declaring applications online creates favorable conditions for people, saves costs and travel time, does not depend on fixed time, people can sit anywhere, at any time to register for marriage. In addition, implementing these administrative procedures online also helps us to monitor and manage applications better, avoiding errors in the processing process.

If in the past, this procedure required multiple confirmations, which was complicated, especially if the two people got married in two different locations, now, thanks to being done online through public services, this procedure is much more convenient. Accordingly, in cases where the husband or wife does not live in the same locality, instead of having to go to the People's Committee of the commune or ward with many types of documents to request confirmation of the single status of both parties, people only need to register to request confirmation of single status online and when the results are available, they will go to the People's Committee of the commune or ward to receive it. In particular, according to Decree 07 dated January 9, 2025 of the Government on amending and supplementing a number of articles of decrees in the fields of civil status, nationality, and authentication, for requests to perform marriage registration procedures, the agency receiving the application will look up information on the citizen's marital status on the provincial-level administrative procedure settlement information system through connection with the Electronic Civil Status Database and the National Population Database.

The application of online marriage registration and determination of marital status in particular and online public services in general is considered an important and key step in the process of administrative reform, building and developing e-government and digital government in the province, thereby helping to reduce time and travel costs for people, contributing to promoting socio-economic development.
