Removing obstacles in the land clearance for the T1 canal renovation project in Thanh Quang commune

*Mr. Luong Quang Kim and many people in Tong Pho village, Thanh Quang commune (Nam Sach, Hai Duong ) are looking forward to receiving compensation for site clearance for the T1 canal project.*

Chairman of Hai Duong Provincial People's Council Le Van Hieu has just signed a resolution to adjust and allocate the 5-year local budget public investment plan for 2021-2025 and 2024 for the second time (provincial budget source).

According to the resolution, the Project of Reinforcement and Dredging of T1 Channel of Thanh Quang Pumping Station (Nam Sach) was allocated more than 7 billion VND for compensation and site clearance. Of which, the compensation amount for 20 households in Tong Pho village, Thanh Quang commune is nearly 3.3 billion VND for agricultural land, assets, trees and crops on the land. Compensation amount for residential land provisional estimate of 4 households is about 3.5 billion VND.

Chairman of Nam Sach District People's Committee Ho Ngoc Lam said that Nam Sach District People's Committee will actively coordinate with the project investor to develop a compensation plan for site clearance and submit it to the Provincial People's Committee for approval to promptly resolve problems and pay compensation to households.

The project of strengthening the slope and dredging the T1 channel of Thanh Quang pumping station (Nam Sach) is invested by Hai Duong Province Irrigation Works Exploitation One Member Co., Ltd. The project is implemented according to Decision No. 706/QD-UBND dated March 5, 2021 of Hai Duong Provincial People's Committee on urgent handling of works to prevent, combat and overcome the consequences of natural disasters in the province from the 2020 Central budget reserve. The project has been completed but the site clearance compensation has not been completed.

The main reason for the slow compensation and site clearance is that the initial plan for the project did not require land acquisition and did not allocate funds for site clearance. However, when implementing the project, after listening to the concerns of the people, the People's Committee of Thanh Quang commune requested the investor to consider adjusting the canal route to facilitate drainage. When adjusting, the scope of investment in construction of the project must require land acquisition and site clearance compensation.
