The National Assembly has a new Secretary General, Chairman of the Science Committee and the Delegation Work Committee.

(sonla.gov.vn) On the morning of October 25, the National Assembly approved Mr. Le Quang Manh to hold the position of Secretary General and Head of the Office of the National Assembly; Mr. Nguyen Huu Dong to be Chairman of the Delegation Affairs Committee and Ms. Nguyen Thanh Hai to be Chairman of the Committee on Science, Technology and Environment for the 2021-2026 term.

Mr. Le Quang Manh, 51 years old, from Hanoi, PhD in Economics, member of the 13th Party Central Committee, delegate of the 15th National Assembly. He started his career at the Department of Industry, Ministry of Planning and Investment . During more than 20 years at the Ministry, he held the positions of Deputy Head, Head of the Business Registration Department; Deputy Head and then Head of the Department of Business Registration Management; Head of the Department of Foreign Economic Relations; Head of the Department of Local and Territorial Economy.

In March 2018, he was appointed Deputy Minister of Planning and Investment. More than a year later, he was transferred to be Deputy Secretary of the Can Tho City Party Committee, then elected Chairman of the City People's Committee. In September 2020, he held the position of Secretary of the Can Tho City Party Committee. From May 2023, he was Chairman of the Finance and Budget Committee. When the National Assembly reorganized, he assumed the position of Permanent Deputy Chairman of the Economic and Finance Committee.

The previous Secretary General and Head of the Office of the National Assembly was Mr. Le Quang Tung. Mr. Tung was mobilized and appointed by the Politburo to be Secretary of the Can Tho City Party Committee.

The Office of the National Assembly is responsible for ensuring the operating conditions of the Nationalities Council, the National Assembly Committees and organizing administrative work, management, protocol, international cooperation, information, digital transformation and other conditions serving the operations of the National Assembly agencies. This agency also manages finance, assets, budget and administrative operations for the National Assembly's specialized units.

Ms. Nguyen Thanh Hai, 55 years old, from Hanoi, associate professor, PhD in Physics, member of the Party Central Committee for the 12th and 13th terms, and a National Assembly delegate for the 13th-15th terms. She worked at Hanoi University of Science and Technology and the Vietnam Youth Academy. Since September 2011, she has been a Standing Member of the National Assembly's Committee for Culture, Education, Youth, Adolescents and Children, and then Deputy Head of the National Assembly Office.

In December 2015, Ms. Hai was elected as Chairwoman of the National Assembly's Committee on Culture, Education, Youth, Adolescents and Children. Half a year later, she was appointed Head of the Petition Committee of the National Assembly Standing Committee and held this position until May 2020 - when she was appointed as Secretary of the Thai Nguyen Provincial Party Committee.

In June 2024, she was elected as a member of the National Assembly Standing Committee and held the position of Head of the Delegation Affairs Committee. After the reorganization of the National Assembly agencies, she became Head of the Delegation Affairs Committee and was now elected as Head of the Science, Technology and Environment Committee.

The Committee on Science, Technology and Environment is responsible for reviewing draft laws and ordinances in the fields of science, technology, natural resources, environment, climate change response, and natural disaster prevention; supervising the implementation of laws, resolutions, policies on science and technology development, and socio-economic programs of the Government and ministries and branches.

Mr. Nguyen Huu Dong, 53 years old, from Phu Tho, alternate member of the 12th Party Central Committee and member of the 13th Party Central Committee, delegate of the 15th National Assembly.

He worked for nearly 9 years in the Phu Tho Provincial Procuracy, then became Chairman of the Yen Lap District People's Committee and Head of the Phu Tho Provincial Party Committee's Internal Affairs Committee. In October 2015, Mr. Dong held the position of Deputy Secretary of the Phu Tho Provincial Party Committee; in March 2016, he was transferred to become Deputy Secretary of the Son La Provincial Party Committee.

Since September 2020, he has held the position of Secretary of the Son La Provincial Party Committee. In June 2024, he was transferred by the Politburo to hold the position of Deputy Head of the Central Internal Affairs Commission. At the end of September, the National Assembly Standing Committee approved him to hold the position of Permanent Deputy Head of the Delegation Affairs Committee.

The Delegation Affairs Committee has the function of examining draft laws, ordinances, and resolutions on the election of National Assembly deputies and People's Council deputies; taking votes and casting votes of confidence on persons holding positions elected or approved by the National Assembly and People's Councils; examining reports, proposals, and projects on the structure and number of Government members, the dissolution of provincial-level People's Councils, on the payroll, regimes, and policies for cadres, civil servants, and public employees under the decision-making authority of the National Assembly Standing Committee, and other reports and projects as assigned.
