On the sidelines of the 10th Session of the 15th National Assembly, on November 3, National Assembly deputies highly appreciated the orientation in the Draft Political Report submitted to the 14th National Party Congress, which set the goal of "striving to achieve an average gross domestic product (GDP) growth rate of 10% or more per year for the 2026-2030 period"; at the same time, it also clearly stated "establishing a new growth model, restructuring the economy, promoting industrialization and modernization, taking science and technology, innovation and digital transformation as the main driving force."
Speaking to a reporter from Vietnam News Agency, delegate Nguyen Thi Viet Nga ( Hai Phong Delegation) said that the achievements in the 2021-2025 period have created a solid foundation for Vietnam to enter a new development phase, along with the driving forces and solutions to open up a new growth model for the country.
- How do delegates evaluate the socio- economic development achievements in the 2021-2025 period, especially the results that have created the foundation for establishing a new growth model in the 2026-2030 period?
Delegate Nguyen Thi Viet Nga: The 2021-2025 period takes place in a volatile context with the COVID-19 pandemic, geopolitical conflicts, global supply chain disruptions and increasingly severe climate change. However, Vietnam still maintains macroeconomic stability, controls inflation, ensures major balances in the economy, and maintains growth among the highest in the region.
This is a great effort of the entire political system, business community and people. In particular, digital economy, green economy and circular economy have initially formed fundamental pillars, accounting for about 16.5% of GDP; the rate of enterprises applying digital technology is increasing rapidly; high-tech agriculture and agricultural exports are reaching record levels; renewable energy is developing strongly.
Economic restructuring associated with growth model innovation has shifted from breadth to depth, focusing on productivity, science and technology and innovation. Institutional innovation has been promoted, many major laws have been amended, this is one of the very important premises to move to a new growth model in the 2026-2030 period.
The draft Political Report of the 14th National Party Congress emphasized the requirement of "growth based on science and technology, innovation, digital transformation, green economy, and knowledge economy." This shows that the achievements of the 2021-2025 period are not just growth figures, but a qualitative shift, opening the door for us to establish a new development model: independence, autonomy, associated with deep integration and sustainable development.
- According to the delegate, how should new growth drivers be exploited to achieve the goal of establishing a growth model for the 2026-2030 period?
Delegate Nguyen Thi Viet Nga: To establish a new growth model, we must exploit and synchronously connect three traditional driving forces: investment, export, and consumption with three new driving forces: science and technology, innovation, and digital, green, and circular economy.

It is important not to consider this as just a slogan, but to transform it into specific mechanisms, specific resources and specific responsibilities. First of all, science, technology and innovation must become the “heart” of every development strategy.
It is necessary to encourage businesses to invest in R&D through tax incentives, innovation funds, research orders from the State, and development of a creative startup ecosystem. For the digital economy, data must be considered a strategic resource.
Digital infrastructure, network security, and digital transformation in businesses and governments need to be deployed synchronously to reduce transaction costs and improve governance efficiency.
With a green, circular, low-emission economy, this is not only a trend but also a vital requirement for Vietnam to participate deeply in the global value chain. The development of renewable energy, green transportation, carbon credits, green cities, etc. needs to be linked to real markets and long-term stable policies.
The three new driving forces will only be effective if they are based on a modern institutional foundation, high-quality human resources and a synchronous infrastructure system. Therefore, it is necessary to create breakthroughs while ensuring sustainability and consistency in implementation.
- What bottlenecks need to be removed and what are the key mechanisms and policies to truly promote growth drivers, delegates?
Delegate Nguyen Thi Viet Nga: Reality shows that new growth momentum cannot spring up if the following three bottlenecks are not removed.
Firstly, the system: there are overlapping laws, decentralization but no responsibility, and cumbersome administrative procedures, slowing down investment and innovation opportunities.
Second is resources: capital for infrastructure, science and technology, and digital transformation is still scattered; the ratio of spending on R&D is only about 0.5% of GDP, much lower than other countries in the region.
Third is the quality of human resources: lack of highly qualified human resources, especially in the fields of technology, renewable energy, artificial intelligence, and big data analysis.
To unlock these bottlenecks, I believe, three main sets of solutions are needed.
One is institutional breakthrough, building a creative government, the law must go first, attach personal responsibility in enforcement, and minimize administrative intervention in the market.
Second is to design strong enough financial mechanisms: national innovation fund; green credit; transparent public-private partnership (PPP) mechanism for strategic infrastructure; encourage businesses to invest in technology and digital transformation.
Third is to develop human resources, link training with market demand, create an environment to attract talent, and encourage cooperation between enterprises, universities, and research institutes. When the institutions are clear, resources are strong enough, and people are well prepared, growth drivers will be truly "liberated", helping to improve productivity, competitiveness, and affirm Vietnam's position in the new development stage.
