Comments on the draft document: Towards a green, digital and self-reliant economy

The draft documents of the 14th Party Congress set out a strategy for sustainable development, green agriculture, digital transformation and effective land management for Vietnam's future.

The draft documents of the 14th Party Congress are being widely consulted nationwide, reflecting the Party's strategic vision for rapid and sustainable development in the new period.

One of the outstanding contents that people, experts and managers are particularly interested in is land management, developing green, organic and smart agriculture and promoting digital transformation. These are areas that have a direct impact on life, the environment and the competitiveness of the Vietnamese economy in the era of deep integration.

Land management - the foundation for sustainable development

Ms. Du Thi Thu (Party Committee member, Permanent Vice President of the Vietnam Fatherland Front Committee of Vinh Tuy Ward, Hanoi ) said that the Draft Document clearly shows the view that land is a particularly important resource that must be strictly managed, used effectively, fairly and transparently. This is a completely correct orientation, especially in the context that over the past many years, land management and use still have many shortcomings.

Reality shows that fragmented land subdivision, overlapping planning, complicated land use conversion procedures, and lack of synchronization between levels and sectors have reduced land use efficiency and hindered the development of large-scale agricultural production.

In many places, agricultural land is abandoned while people lack land for cultivation; the land use rights market still lacks transparency.

According to Ms. Du Thi Thu, in order for the Draft to truly come into life, it is necessary to further specify solutions such as promoting the digitization of land data, forming a unified national database, publicizing planning information, land prices and usage status.

In addition, the Draft also needs to perfect the mechanism for accumulating and concentrating agricultural land, encouraging the formation of large production areas with enterprises and cooperatives participating as the core.

At the same time, the State also needs to build an agricultural land use rights trading floor to make the market transparent, ensure farmers' rights, and prevent land speculation.

For two-level local governments, it is necessary to strengthen decentralization and accountability of local governments in managing, processing records, granting land use rights and supervising planning implementation.

"When the land management system is digitized, transparent and fair, it will be a solid foundation for modern agricultural development, green economy and social stability," Ms. Du Thi Thu emphasized.

Green, smart agriculture - new driving force of growth

According to Mr. Nguyen Van Hanh, Director of Dong Anh Safe Vegetable Cooperative (Hanoi), a highlight in the Draft Document is the orientation to shift from "agricultural production" to "green, circular and smart agricultural economy." This is not only an inevitable trend but also the only way for Vietnamese agriculture to increase its value and deeply integrate into the global value chain.

To realize that orientation, more synchronous and drastic steps are needed.

First of all, the State should issue preferential credit policies for organic production, digital technology application, certification cost support, trade promotion and agricultural insurance.

At the same time, it is necessary to form an investment fund for green agriculture and agricultural technology to encourage businesses, cooperatives and farmers to participate in the transformation.

Second, it is necessary to build a database of growing areas and a digital agricultural map to help manage crops, trace origins and connect supply and demand. When agricultural products have electronic identification codes and clear traceability, the reputation of Vietnamese goods in the international market will increase significantly.

Third, it is necessary to promote regional linkages and public-private partnerships, especially in the production, processing and consumption of agricultural products. Linkage models between enterprises, cooperatives and farmers need to be encouraged to expand, linked to planning for concentrated raw material areas, deep processing and export.

Finally, the circular economy in agriculture should be considered a pillar of green growth. Reusing by-products and reducing greenhouse gas emissions not only protects the environment but also creates new sources of bioenergy and materials, contributing to Vietnam's commitment to net zero emissions, Mr. Nguyen Van Hanh emphasized.

Digital transformation - the lever of modern management

Mr. Pham Minh Nam, Director of Nam Binh Agricultural Products Import-Export Company Limited (Cua Nam Ward, Hanoi), said that digital transformation is identified in the draft document as a key driving force for development.

In the land and agriculture sector, digital transformation not only helps save costs and reduce procedures but also creates a transparent and fair environment, promoting innovation.

According to Mr. Pham Minh Nam, to be successful, the Draft needs to focus on three factors, specifically data infrastructure and interconnection between ministries, branches and localities, ensuring that land and agricultural data are updated and shared effectively.

Training digital human resources for managers and farmers helps people access technology, exploit data, and use digital tools in production and business.

In particular, information security and data security, building people's trust in the digitalization process, avoiding leakage or misuse of personal information.

"Digital transformation is not just a technology story, but also a revolution in management and development thinking - putting data, transparency and efficiency at the heart of institutional innovation," Mr. Pham Minh Nam shared.

The Draft Documents of the 14th Party Congress clearly demonstrate the Party's strategic vision of placing people, technology and environment at the center of development.

However, the biggest challenge now is to move from strategic thinking to implementation mechanisms, from policies to specific results.

Perfecting land institutions, developing green-organic-smart agriculture, and promoting comprehensive digital transformation are not only three key tasks of the agricultural sector, but also three pillars for Vietnam to build a green, modern, and self-reliant economy.

When the policies in the Draft come into life and are implemented in a spirit of innovation, transparency and responsibility, it will be an important breakthrough for Vietnam to firmly enter a new stage of development of prosperity, sustainability and happiness./.
