The Government 's policies and thinking have also changed and many policies have changed when autonomy is no longer understood to be associated with cutting regular expenditures from the budget. However, implementation is still very confusing, the transition from regular expenditures to ordered expenditures is extremely difficult and lacks a legal corridor.
According to delegate Le Quan, areas such as national security or education can be ordered because these are targets for the public sector, while the private sector is mostly businesses that cannot directly sign orders, except for some large businesses that need deep technical human resources and high professional skills.

In the past, there were many universities and vocational training institutions that switched to autonomy but did not receive regular expenditures, which was shocking. It is necessary to understand that prioritizing the development of universities and vocational training requires the state budget to increase every year, not decrease. Delegate Le Quan proposed to the Government that in the coming time, it is necessary to switch from regular expenditures for autonomous institutions to investment expenditures, which may not be for salaries, but can absolutely be for investment to help us improve quality and attract learners.
Regarding autonomy, policies, viewpoints and tuition fees, Mr. Le Quan said that the current tuition fees from the budget only ensure a low level, and the current tuition fees of schools are also low. Currently, there are often regulations on tuition ceilings (ie the highest tuition fees), this ceiling is very low compared to the expectations and requirements of educational institutions.
Therefore, according to delegate Le Quan, there needs to be a really good policy so that poor students who study well or good students can access scholarships to ensure the right to go to university; ensure that tuition fees are also a technical barrier to avoid students rushing into university and becoming university students; tuition fees must be considered as a source of investment for students, international practice is that tuition fees are always equal to nearly two years of salary after graduation.
In addition, it is necessary to change the mindset about state management. Autonomy means managing output quality and having a set of indicators to evaluate the effectiveness and quality of each training facility, each profession, employment issues, and whether the quality of employment meets the requirements of society.
"Autonomy means that each institution must be accountable for how it contributes to society. Autonomy is still understood in terms of counting square meters, counting teachers to set enrollment targets, the chairman of the school board must be an employee... all of which are limitations," said delegate Le Quan.
