
Ho Chi Minh City Tax leaders andACB representatives at the cooperation signing ceremony between the two sides
To completely eliminate lump-sum tax and convert 100% of business households to the method of paying taxes by declaration from January 1, 2026, Ho Chi Minh City Tax has issued a detailed plan, clearly identifying and counting the subjects. At the same time, propaganda, guidance, and continuous support throughout the process - before, during and after converting the tax calculation method.
Ho Chi Minh City Tax also closely coordinates and signs cooperation agreements with units providing electronic invoice services and tax consulting to support business households in implementing electronic invoice applications and accounting software. These units commit to accompany the tax authorities, provide service fee and software fee reduction packages, and send personnel to each business household to provide direct guidance.
In particular, the Ho Chi Minh City Tax Department also requested organizations providing electronic invoice services to support exemption or reduction of service fees from 6 months to 1 year for business households implementing invoices generated from cash registers.
To partially realize this plan, on the afternoon of November 3, Ho Chi Minh City Tax Department, 6 solution providers ( Misa , KioViet, Sapo, VNPT HCMC...) and Asia Commercial Joint Stock Bank (ACB) signed a cooperation agreement on digital transformation, electronic invoice implementation, and support for business households.
Specifically, ACB coordinated with 29 tax branches under the Ho Chi Minh City Tax Department to implement a series of incentive programs to reduce costs and encourage business households to switch to a tax declaration model, including: free 2,000 electronic invoices, direct integration with the electronic tax management portal; free 6 months of digital signature use for easy online tax filing; free sales software of partners associated with ACB.
VNPT HCMC will strengthen guidance for business households to use electronic invoices (including invoices with tax authority codes and invoices generated from cash registers), provide technology solutions with preferential pricing policies, set up many technical support channels, and send personnel to directly accompany tax officers.
Business households are given 6 months of free use of the advanced version of the accounting subsystem by VNPT Ho Chi Minh City, 6 months of free use of the VNPT SmartCA digital signature and 1,000 electronic invoices generated from the VNPT Invoice-POS cash register, applicable until the end of 2026 - helping to significantly reduce initial costs when converting.
KiotViet Technology Joint Stock Company (KiotViet) also cooperates with tax officials to directly guide business households to register, declare, and create electronic invoices. At the same time, KiotViet applies a policy of free electronic invoices, digital signatures, and accounting software for business households switching to tax declaration based on revenue.
