Many urban beautification projects will be considered at the 5th session of the 10th term HCMC People's Council.

The Standing Committee of the Ho Chi Minh City People's Council convened a thematic meeting to consider adjusting the local budget estimate; decide on investment policies for a number of renovation projects in the area; preferential policies to recruit civil servants and public employees from excellent university graduates; support health insurance premiums, etc.

The Standing Committee of the Ho Chi Minh City People's Council has just decided to summon delegates of the Ho Chi Minh City People's Council to attend the 5th session of the 10th term of the Ho Chi Minh City People's Council, term 2021-2026 (special session). The session is scheduled to be held on the morning of November 14, at the City Hall, No. 111 Ba Huyen Thanh Quan, Xuan Hoa Ward, Ho Chi Minh City.

At the 5th session, the delegates of the HCMC People's Council will consider a number of important contents. Of which, there are 11 groups of contents belonging to the group of legal documents and resolutions. Specifically, the document stipulates the roadmap for implementing the conversion and policies to support the conversion of public passenger transport vehicles by buses using electricity and green energy in HCMC; the document stipulates the rate of revenue to be retained to create a source for salary reform for units with large revenues managed by HCMC. The document stipulates the policy to support health insurance premiums for the elderly, students and pupils in HCMC; the document stipulates criteria for establishing a Security and Order Protection Team; criteria for the number of members of a Security and Order Protection Team; the level of support, compensation and expenditure for forces participating in security and order protection at the grassroots level in HCMC...

Delegates also considered 31 contents in the group of submissions and draft resolutions. These include the submission to adjust the local budget estimate and the local budget allocation plan of the city in 2025; the submission to adjust the reserve source for the medium-term public investment plan for the period 2021-2025 using local budget capital; the submission to adjust the public investment plan for 2025 using local budget capital.

Along with that is the report on the investment policy decision for the project of dredging, improving the environment combined with urban beautification of the Ong Be canal drainage axis and branch canals; the investment policy decision for the project of upgrading Road 991 from National Highway 51 to Ring Road 4, Ho Chi Minh City.

Delegates also considered the proposal to support Tay Ninh province with capital to implement Component Project 4: Compensation, support, resettlement of Ho Chi Minh City - Moc Bai Expressway (section through Tay Ninh province under the Ho Chi Minh City - Moc Bai Expressway Construction Investment Project). The proposal to decide on the policy of changing the purpose of using forests to other purposes to implement Component Project 1 - site clearance of Ho Chi Minh City Ring Road 4 section from Thu Bien Bridge - Saigon River. The proposal to decide on the policy of changing the purpose of using forests to other purposes to implement the 500kV Binh Duong 1 - Song May - Tan Dinh transmission line project.

At the same time, consider the proposal to apply Resolution No. 25/2023/NQ-HDND of the People's Council of Ho Chi Minh City stipulating principles, standards, conditions, procedures, income levels and preferential policies for recruiting civil servants and public employees from excellent graduates and highly qualified people to work in agencies and units of the political system of Ho Chi Minh City. Decide on the list of land plots to conduct bidding to select investors to implement investment projects using land in Ho Chi Minh City in 2025 (phase 2).
