The conference gave opinions on three draft resolutions, including: Regulations on the implementation of urban renovation and beautification projects in the city; Regulations on a number of policies on compensation, support, and resettlement when implementing urban renovation and beautification projects, renovating and rebuilding apartment buildings in Hanoi ; Regulations on a number of measures to support and encourage the implementation of urban renovation and beautification projects and valuable architectural works in Hanoi.

3 resolutions to specify Article 20 and Article 29 of the 2024 Capital Law; remove obstacles in urban beautification; prescribe policies to accelerate urban renovation, beautification, and renovation of apartment buildings in the city.
Discussing at the conference, delegates appreciated the necessity of issuing resolutions, in accordance with the 2024 Capital Law and other relevant laws.
Regarding the draft Resolution regulating a number of policies on compensation, support, and resettlement when implementing urban renovation and beautification projects; renovating and rebuilding apartment buildings in Hanoi, there are opinions that the regulations as drafted still have some potential problems.
Specifically, regarding compensation prices, although the draft has tried to calculate prices closer to market prices, they are still much lower than actual market prices and need to be thoroughly resolved. The policy has not clarified the mechanism for preserving livelihoods for business households on the first floor (there should be regulations on buying/renting commercial service areas in new projects)...
Regarding the draft Resolution stipulating a number of support and incentive measures for implementing urban renovation and beautification projects and valuable architectural works, there are opinions that the incentive mechanism has not clarified the binding of incentives to public benefit/conservation results (for example, if land incentives are granted, how much public space and social housing area must be committed to be reserved). Along with that, there is a lack of priority list and criteria for selecting/scoring projects to apply incentive policies, which can easily lead to a lack of transparency in project selection.
According to Dr. Architect Dao Ngoc Nghiem, Vice President of the Vietnam Urban Planning and Development Association, the three resolutions are still fragmented and inconsistent. It is necessary to review and revise the structure, ensuring that the three resolutions are a chain of links, in which the Resolution on renovation and beautification is the "framework", the remaining two resolutions specify the problem...
Referring to the compensation policy, Associate Professor, Dr. Bui Thi An, Deputy Head of the Economic Advisory Council of the Vietnam Fatherland Front Committee of the city, said that the city has a fairly clear policy framework, linked to specific land prices..., but the compensation price is still much lower than the market price, people are not eligible to buy new housing in the area; there is no flexible mechanism for each specific area (old quarter, heritage area, old collective housing area with architectural value)...
Concluding the conference, Chairwoman of the Vietnam Fatherland Front Committee of Hanoi City Nguyen Lan Huong said that the above three resolutions will be submitted to the Hanoi City People's Council at the December 2025 session.
In order for the resolutions to meet practical requirements, the Chairman of the Vietnam Fatherland Front Committee of the city proposed that the drafting agency organize more conferences with experts and scientists to absorb, perfect and improve the quality of the resolutions...

In addition, comrade Nguyen Lan Huong emphasized that the implementation process needs to be clearer about decentralization and authorization, including adding responsibilities of people and businesses; dividing implementation phases and strengthening the role of commune-level authorities in implementing resolutions.
