The Ho Chi Minh City People's Committee has approved the proposal of the Department of Finance and other departments and branches, assigning Vingroup to research; prepare a report on investment proposal for the sea route project connecting Can Gio to Ba Ria - Vung Tau ; submit to competent authorities for consideration, appraisal and approval.
The project is proposed to be considered for investment under the public-private partnership (PPP) method.
Also according to the approval document of the Ho Chi Minh City People's Committee, Vingroup will balance the budget to prepare the Investment Proposal Report, not using the city budget for research.

Can Gio is a special green area of Ho Chi Minh City and is attracting investors in the new phase.
The deadline for completing research and preparing documents is 12 months from the date of issuance of the document.
Research results can be transferred to Ho Chi Minh City as a database for next implementation steps if necessary.
In case after appraisal, the report is not approved by the competent authority, or after 12 months the investor has not completed the research, the assignment will automatically expire. Vingroup will bear all costs incurred and cannot file a lawsuit for any reason.
In addition, during the research process, enterprises are required to fully absorb professional comments from departments and branches, ensuring that research products are of high quality and effective; at the same time, consistent with the orientation, general planning and traffic planning of Ho Chi Minh City approved by competent authorities.
The document also noted that assigning Vingroup to prepare the dossier does not mean appointing this enterprise as the investor to implement the project. After completing the research step, Ho Chi Minh City will organize the selection of investors in accordance with legal regulations.
The Department of Construction, Department of Planning and Architecture, Department of Agriculture and Environment, Department of Finance and related units are assigned to coordinate and support businesses in the survey and research process, ensuring the project is synchronous, effective and consistent with the city's socio -economic development plan.
Previously, Vingroup Corporation sent a document to the Ho Chi Minh City People's Committee, proposing approval to allow research and investment in a sea route connecting Can Gio and Vung Tau under the BT (Build - Transfer) form.

Can Gio coastal urban area is assessed to have influence not only on Ho Chi Minh City but also create growth momentum for the whole region.
According to the enterprise, this sea route will shorten travel time, effectively connect functional areas in Ho Chi Minh City, and at the same time create momentum for socio-economic development, trade and sustainable urban space expansion.
Enterprises believe that after Ho Chi Minh City merged with Ba Ria - Vung Tau and Binh Duong, the need to develop a direct connection axis is increasingly urgent, especially the connection between coastal areas. Can Gio - Ba Ria - Vung Tau (old) is a region with a strategic position in terms of marine economy, ports, tourism and ecological urban areas, but the current infrastructure is limited, mainly depending on ferries and roundabout routes.
Can Gio is only about 15 km from Vung Tau via Ganh Rai Bay. Currently, travel between the two areas is mainly by Can Gio - Vung Tau ferry, operating from 6am to 10pm every day, with a ticket price of about 70,000 VND/trip.
If there is a sea route, it will significantly shorten the travel time, and at the same time open up a strategic connection axis between Ho Chi Minh City and Vung Tau. The Can Gio Bridge connecting Vung Tau is also expected to be invested, shortening the journey from Vung Tau to Can Gio to only 10 minutes.
This group is investing in the construction of Can Gio coastal tourism urban area with an area of 2,870 hectares and a population of nearly 230,000 people. The project is assessed to have an impact not only on Ho Chi Minh City but also create growth momentum for the entire Southeast region, opening up a breakthrough vision for marine economic development at the national level.
The Ministry of Construction also previously sent a document to the Ho Chi Minh City National Assembly Delegation, responding to the petition of Ho Chi Minh City voters to soon build a bridge connecting Can Gio - Vung Tau and a high-speed railway connecting Ho Chi Minh City - Ba Ria - Binh Duong, in order to promote the strength of traffic connection to serve import-export and logistics.
Responding to voters about the proposal to build a bridge connecting Can Gio - Vung Tau, the Ministry of Construction informed that this route is within the scope of Ho Chi Minh City, not part of the national highway or expressway system managed by the Ministry of Construction.
The Ministry requested the Ho Chi Minh City National Assembly Delegation to consult with the Ho Chi Minh City People's Committee to study and update this bridge project into the post-merger Ho Chi Minh City planning for the 2021-2030 period, with a vision to 2050, and at the same time preside over the implementation according to its authority.
