In the middle of the rainy season in July, when gray clouds were lurking on the slopes of Cho Ra Mountain, Captain Duong Duc Cao - Deputy Chief of the Commune Police, still crossed the mountains and braved the rain to the highland villages to work with the local authorities and people to implement the program of eliminating temporary and dilapidated houses for poor households.

Present from early morning at the material gathering point to support Mr. Ban Van Tuyen's family in Na Sam village, Cho Ra commune, Captain Cao and the villagers placed each brick, supported each iron bar to help the family transport materials to build a house of kindness. These seemingly small acts are a sharing with the spirit of "Serving the people" that Captain Cao always keeps in mind.

In a large and densely populated area, where there are many potential complex factors regarding security and order, Captain Duong Duc Cao always clearly identifies: the work of grasping the situation and conducting basic investigations is a key task, which needs to be proactively and accurately deployed.

Thanks to that, he and his teammates can promptly detect and prevent illegal acts, stop all risks from afar, and not let any hot spots form.

As a grassroots police force close to the people, they directly receive and handle many lively events of daily life - from small conflicts in the village to complex cases related to security and order.

Therefore, even seemingly trivial information in daily life is paid attention to by Captain Cao and his teammates, discovered and resolved right from the start, not allowing isolated conflicts to develop into security and order hotspots.

During peak periods of crime suppression, he directly advised and organized practical implementation, zoning areas, organizing administrative inspections, and late-night mobile patrols.

Thanks to that, many cases of theft and illegal possession of drugs were detected and handled promptly. In the 2024 campaign to prevent and combat crimes of property theft and intentional injury, the Dia Linh Commune Police, Ba Be District (old), where he held the position of Deputy Chief of Commune Police before the merger, detected and handled 2 cases related to property theft; promptly prevented 4 conflicts from leading to scuffles, developing into intentional injury; coordinated to prevent and handle 2 groups of teenagers showing signs of gathering and disturbing public order at night.

In 2023 and 2024, the unit mobilized and recovered 45 guns of various types, seized 73 meters of fuse; 172 detonators; 21 homemade firecrackers; 2 homemade gun barrels; 1 electric fishing machine...

In addition, Captain Cao also proactively advised the Party Committee and the People's Committee of the commune in directing the implementation of the movement "All people protect national security". He carefully researched and built a synchronous plan; thereby mobilizing the strength of the entire people in the task of ensuring security and order, bringing about clear results.

The propaganda work was carried out in familiar language, associated with everyday stories, easy to understand and easy to remember. He persistently went to each household, met each person to reconcile from the root, explained clearly and reasonably, creating consensus among the people.

The spirit of listening to thoughts, resolving conflicts and disputes was maintained regularly. As a result, he and his teammates successfully handled 6/6 petitions, complaints and internal conflicts, contributing to maintaining stability at the grassroots level.

In the memory of Captain Duong Duc Cao, the time working at the Criminal Investigation Police Team on Criminal, Economic, Drug Crimes and the General Investigation Team - Ba Be District Police (from 2018 to the end of 2021) was a special training period, marking many profound experiences and maturity in politics , professional skills and professional qualities.

When sharing about this period of work, Captain Duong Duc Cao said: I am just one officer among tens of thousands of People's Public Security soldiers who are quietly performing their duties day and night. The lessons of dedication, bravery and wholehearted devotion to the people are the provisions I carry with me to overcome all the hardships and challenges of the profession.

Not only has he completed his professional tasks excellently, Captain Duong Duc Cao also played the role of exemplary Deputy Secretary of the Party Cell. He proactively disseminated and effectively organized the study and following of Ho Chi Minh's ideology, morality and lifestyle; actively fought against negative manifestations, and prevented "self-evolution" and "self-transformation".

In the context of the post-merger highland commune, with increased work pressure and higher security and order requirements, Captain Cao adapted quickly and flexibly in handling. Each peaceful village maintained, each roof rebuilt after the rain and sun, each internal conflict resolved... are all proof of the deep responsibility he carries in his heart.
