Decree 271 - Key to implementing the "pilot first, then disseminate" mechanism
Deputy Minister of Science and Technology Hoang Minh commented that Decree 271 is a breakthrough and timely step. "This is a solid legal foundation for Hanoi, as the largest science and technology center in the country, to implement the 'pilot first, then disseminate' mechanism," Mr. Minh shared.
According to Deputy Minister Minh, Decree 271 is not only a technical guideline but also a key to unlocking a tripartite cooperation model: the State, universities, and businesses. This decree marks the beginning of a new program, contributing to the realization of applying research results to real life, while creating momentum for the development of the knowledge economy. He emphasized that Hanoi needs to make the most of the superior mechanisms provided by this decree to promote the formation of businesses originating from research institutes and universities, contributing to the development of the capital's innovation ecosystem.
In his presentation on the main content of Decree 271, Mr. Pham Hong Quat, Director of the Department of Startups and Technology Enterprises (Ministry of Science and Technology), stated that the Decree particularly emphasizes the role of universities and research institutes. "These organizations are not only places that generate knowledge but also directly participate in the market, helping to form new technology enterprises – the 'seeds' for the knowledge economy of Hanoi and the whole country," Mr. Quat stressed.
Appreciating the impact of Decree 271, representatives of universities in Hanoi said that this document has resolved a number of long-standing issues, such as the valuation of intellectual property and the capital contribution mechanism of civil servants.
Completing the closed cycle of science and technology
In his concluding remarks, Tran Anh Tuan, Director of the Hanoi Department of Science and Technology, affirmed that Hanoi is ready to enter the action phase. He stated that, along with the implementation of the six resolutions of the Hanoi People's Council on the development of science, technology, and innovation, Decree 271 will play a crucial role in this strategy.
The implementation of Decree 271 will help Hanoi complete a closed value chain from ordering - research - reimbursement - commercialization - testing sandbox, aiming to establish the first science and technology enterprises from universities and research institutes as early as 2025.
In addition to the financial commitment of VND5,000 billion, Mr. Tuan said that Hanoi is building an interdisciplinary working group to guide the pilot implementation of the science and technology enterprise model according to Decree 271.
Leaders of the Hanoi Department of Science and Technology affirmed that the implementation of Decree 271 will strongly promote technology transfer activities and commercialization of research results throughout the city.
