On the morning of September 3, the Hanoi Traffic Construction Investment Project Management Board awarded BOT contracts to contractors to implement component project 3, the expressway section of the Ring Road 4 construction investment project - Hanoi Capital Region.
Previously, on September 1, 2025, the Project Management Board, investors and project enterprises completed the signing of the BOT contract after a long preparation process. This is an important milestone, marking the completion of legal procedures to implement the project as planned.
Mr. Ngo Ngoc Van, Director of the Hanoi Traffic Construction Investment Project Management Board, said: “The signing of the contract is an important initial step to implement the BOT contract, with the goal of completing component 3 of the project on schedule, ensuring quality, safety and efficiency. The project is expected to start construction on September 6, 2025.”

The Ring Road 4 Project - Hanoi Capital Region was approved by the National Assembly in its investment policy in Resolution 56/2022/QH15 dated June 16, 2022 and the Government issued Resolution 106/NQ-CP dated August 18, 2022 for implementation.
Identified as a national key project, Belt Road 4 plays a particularly important role in developing transport infrastructure and regional connectivity. This route will directly connect Hanoi with neighboring provinces, and connect with many expressways and radial axes, contributing to promoting socio -economic development for the capital and provinces in the Red River Delta.
Component 3 project - the central expressway section of the route has a length of about 113.52km, cross-section of 17m. Particularly, the large bridges crossing the river have a width of 24.5m, ensuring modern technical standards. In phase 1, the cross-section of the route is designed to accommodate 4 lanes of traffic.
The entire route has 13 elevated sections with a total length of 80.985km, accounting for more than 71% of the route length. In addition, the project arranges 3 large bridges across the river including Hong Ha, Me So and Hoai Thuong, along with 8 interconnecting intersections and one fully completed intersection.
According to Decision 6479/QD-UBND dated December 20, 2023 of the Hanoi People's Committee, the total investment of component project 3 exceeds VND 56,293 billion. Of which, the State budget capital accounts for 47.5%, and the remaining 52.5% is capital undertaken by investors under the public-private partnership (PPP) mechanism.
Mr. Ngo Ngoc Van emphasized that this is the central expressway project, the backbone of the entire Ring Road 4, and is also the first time the PPP model has been applied to separate into public investment sub-projects. Therefore, the process of preparing and negotiating the contract encountered many difficulties, requiring close coordination between related units.
“Thanks to the regular and drastic direction of the Hanoi People's Committee, the guidance of ministries and branches, especially the Ministry of Finance and the Ministry of Construction, and the coordination of relevant departments and branches such as the Department of Finance, Department of Construction, Department of Agriculture and Environment, Department of Justice, State Treasury of Region 1, Hanoi Tax Department..., the problems have been resolved. Up to now, the contract negotiations have been completed, ready for the groundbreaking ceremony,” Mr. Van informed.
According to experts, when completed, the expressway under component project 3 will play an important role in reducing the load on existing traffic routes, shortening travel time between Hanoi and neighboring provinces, and opening up new development space for the area.
The project is expected to be a driving force for economic growth, attracting investment, and developing urban, industrial and logistics areas along the route. With such strategic significance, the timely commencement of construction is of great significance, demonstrating the city’s determination to make Ring Road 4 a typical infrastructure project of the whole country.
According to the Project Management Board, contractors are now ready in terms of human resources, equipment and materials, ready to start construction immediately after the project is launched. Site clearance work has also been coordinated by local authorities on schedule, creating favorable conditions for the construction process.
