Hanoi proposes providing 100% financial support for electric motorbike purchases for poor households, planning 110 charging stations with no land lease fees for investors, and preparing a roadmap to restrict gasoline-powered vehicles from July 2026.

Hanoi residents who switch to electric motorbikes may receive a 20% subsidy on the vehicle's value, with poor households receiving up to 100% support. This is part of an overall plan to prepare infrastructure and livelihoods for the phased reduction of gasoline-powered motorbikes, aiming for low-emission zones starting in July 2026.

At the discussion "Hanoi bans hourly gasoline vehicles: What are the calculations for infrastructure and livelihoods" held on the afternoon of December 9, Mr. Dao Viet Long, Deputy Director of the Hanoi Department of Construction, affirmed that the conversion of vehicles is an issue that affects millions of people. Therefore, the city determined that it needs careful preparation from the legal corridor, financial mechanism to traffic infrastructure planning to solve two major bottlenecks: traffic congestion and air pollution.

To encourage people to change their vehicle usage habits, Hanoi is drafting a policy to support green energy conversion with many direct incentives. Specifically, ordinary people will be supported with 20% of the value of newly purchased electric motorbikes with a ceiling of 5 million VND. The policy pays special attention to vulnerable groups when proposing to support near-poor households with 80% of the vehicle value (maximum 15 million VND) and support up to 100% of the vehicle value (maximum 20 million VND) for poor households.

In addition to the direct support for vehicle prices, the city also offers other financial stimulus packages such as 30% support for bank loan interest rates to buy vehicles in installments within 12 months and 50% support for new vehicle registration fees. Poor and near-poor households will be completely exempted from this registration fee. At the same time, Hanoi plans to apply preferential parking prices for green vehicles, free use of roads and sidewalks for up to 5 years for businesses operating public bicycle and electric motorbike services. Students and workers in industrial parks will also enjoy the expanded public passenger transport fare exemption policy.

To encourage people to change their transportation habits, Hanoi is drafting a policy to support the transition to green energy with many direct incentives.

One of the biggest barriers to popularizing electric vehicles is charging infrastructure. To address this issue, Hanoi is studying strong support mechanisms for investors in public clean energy charging stations. Incentives include 30% support for loan interest, 50% of site clearance costs and especially exemption of land rent for the first 5 years of operation. The city's view is to identify charging stations as shared infrastructure, not exclusive to any car company to ensure competitiveness and convenience for people.

The city has set specific planning goals for the static traffic network. Accordingly, parking lots in the area from Ring Road 3 and beyond must allocate at least 15% of their area for charging stations before January 1, 2030. For new construction projects, this ratio is increased to at least 30% of parking spaces must have public charging stations. Currently, the authorities have surveyed and identified 110 potential locations to pilot centralized charging stations in the first phase, while simultaneously researching a battery swapping station system for two-wheeled electric vehicles.

Besides direct subsidies on car prices, the city also offers other financial stimulus packages such as a 30% interest rate subsidy on bank loans for car purchases over 12 months and a 50% subsidy on new car registration fees.

Regarding the issue of charging electric vehicles in high-rise apartment buildings, which has caused many concerns about fire safety, the leader of the Department of Construction said that the authority to resolve the problem currently belongs to the People's Committees at the commune and ward levels. The immediate solution is that local authorities will closely coordinate with building management boards to review and plan separate electric vehicle parking areas and arrange charging stations in strict compliance with fire prevention and fighting regulations.

Along with the conversion of private vehicles, the public transport system is also being invested in. The Department of Construction is implementing a plan to put mini electric buses into service in the Old Quarter and Old Town and encourage shared vehicles. As of early December 2025, the capital's public bicycle system has been supplemented with 500 electric bicycles and this number is expected to increase to 5,000 by July 2026.

These efforts are aimed at addressing the current infrastructure overload situation when Hanoi currently has more than 8 million vehicles, of which motorbikes account for 6.9 million, not to mention 1.2 million vehicles. Statistics show that road traffic is contributing from 58% to 74% of the total source of air pollution in the capital. Resolution 57/2025 of the City People's Council on low-emission zones is expected to officially take effect from July 2026, posing an urgent need to complete infrastructure right now.
