Hanoi: Expected fee for extra-curricular student care is maximum 12,000 VND/hour, eliminating the fee for teaching 2 sessions/day

Hanoi has just announced the Draft Regulations on the list of fees and collection rates. In addition to the remaining fees such as boarding fees, drinking water, shuttle bus..., Hanoi has added after-hours student care services including care before and after school hours. The expected maximum collection rate is 12,000 VND/60 minutes/student, excluding meals, maximum 96,000 VND/student/day.

Hanoi is seeking opinions on the draft Resolution. Stipulating the list of revenues and collection levels, revenue and expenditure management mechanisms for services serving and supporting educational and training activities for public preschool and general education institutions (excluding high-quality public educational institutions) of Hanoi city from the 2025-2026 school year.

Comment period until November 6, 2025.

The draft Resolution is expected to apply to preschool children and high school students studying at public preschool and general education institutions (excluding high-quality public educational institutions); students studying at vocational education and continuing education institutions following the general education program of Hanoi city.

Notably, in the above draft resolution, two current services will be eliminated: two-session/day classes at secondary school level (235,000 VND/student/month) and after-school educational activities, cultural knowledge enrichment, to comply with the regulations of the Ministry of Education and Training on ending the collection of extra tuition fees in schools.

Supporting the overtime fee of 12,000 VND/hour, parent Nguyen Van Yen (Cau Giay, Hanoi) said: "Currently, many families are having difficulty when their children leave work earlier than their parents' time. With the expected fee above, many families can accept it. The important thing is that the children are looked after by teachers and the school, which helps parents feel more secure. However, the school needs to organize and arrange a reputable team of caretakers to ensure the safety of the students."

Sharing the same opinion, Ms. Pham Thi Thuy (Vinh Tuy, Hanoi) said: "If the school decides to collect fees for after-hours care, it should be flexible for parents to register weekly. In addition, the school needs to consider cases such as increased or decreased care time during the week and at the same time develop a plan to handle that situation for parents and students."

Meanwhile, some parents expressed their wish that the school should develop a simple program for after-school care.

Mr. Pham Tuan Anh (Long Bien, Hanoi) expressed: "In addition to safety issues, our parents' wish is that during that time, our children can play games that help students bond with each other. Students can even review lessons and read books instead of letting their children sit still in class, talk, lie down on the table, watch TV...".

According to the draft, the specific collection level will be proposed by each educational institution based on the cost estimate, must be agreed in writing with parents and must not exceed the ceiling. All revenues and expenditures must be managed, documented and made public and transparent. Schools are also responsible for exempting or reducing fees for students who are policy beneficiaries or have difficult circumstances.

Other fees remain at the ceiling level, including: 35,000 VND/student/day for lunch; 20,000 VND/student/day for breakfast; 235,000 VND/student/month for boarding care; boarding equipment services are collected at 200,000 VND/preschool student/school year, 133,000 VND/primary and secondary school student/school year; 16,000 VND/month for drinking water and 10,000 VND/km for student shuttle service.

The school also organizes life skills education activities outside of regular school hours, directly implemented by public preschool and general education facilities, with an expected fee of 15,000 VND/teaching hour.

In addition, the accommodation fee for boarding students at some schools with boarding areas (excluding Ethnic Boarding Schools) remains at 400,000 VND/student/month.

Education experts say that Hanoi’s initiative to issue a new resolution is a necessary adjustment in the context of many schools being confused about revenue and expenditure regulations, and parents being concerned about overcharging at the beginning of the year. At the same time, the actual implementation must be closely monitored, public, and transparent to avoid overcharging.

After receiving comments from parents, schools and social organizations, Hanoi will complete the draft and submit it to the People's Council for approval at the year-end meeting.
