Hanoi takes the Prime Minister's "6 clear" as the "compass" for the 2025 High School Graduation Exam

Hanoi is the locality with the largest number of candidates registering for the high school graduation exam in the country. Currently, the city is urgently completing preparations for the exam with the spirit of "6 clear" to ensure that the exam takes place safely, seriously and is not affected by the arrangement of the administrative apparatus.

Among them, more than 5,100 independent candidates in Hanoi also need special attention to ensure exam conditions and fairness in evaluating results. To meet this huge scale, the Hanoi Department of Education and Training has planned to arrange more than 250 exam sites with more than 5,500 exam rooms, an increase of nearly 50 exam sites and nearly 500 exam rooms compared to 2024. This expansion requires close coordination, careful preparation of human resources, facilities, security work and organizational plans.

The Prime Minister has requested that the exam be conducted according to the “6 clear” principles: clear people, clear work, clear responsibilities, clear authority, clear time and clear results. This is considered a “compass” to ensure that all stages of exam organization are not interrupted, to control risks well and to ensure the highest efficiency.

Accordingly, Mr. Tran Sy Thanh, Chairman of Hanoi People's Committee, signed and issued documents directing the Department of Education and Training, districts, departments and branches to implement the exam plan in accordance with the "6 clear" points, assign specific responsibilities, strengthen inspection and prepare timely response plans.

One notable point is that the exam takes place in the context of Hanoi's new administrative apparatus, which will begin operating from July 1, 2025, just a few days after the exam. This puts great pressure on officials, as many may be in the transition phase or changing positions. Vice Chairman of the City People's Committee Vu Thu Ha emphasized that absolutely no stage will be interrupted or affected by the arrangement of the administrative apparatus.

Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that in addition to thorough training for officials, teachers, invigilators, and examiners, a backup personnel plan has also been prepared to respond promptly if there are any changes due to organizational restructuring or other situations that arise. The entire list of exam sites in the city is expected to be announced on June 4, as a basis for localities to develop detailed implementation plans and assign specific responsibilities.

Preparing for the 2025 high school graduation exam, Director of the Department of Quality Management Huynh Van Chuong said that preparations for the first high school graduation exam implemented according to the 2018 GeneralEducation Program (GDPT) were carried out early, remotely, and many directives and instructions were issued to organize the exam seriously, safely, and in accordance with regulations.

To ensure the exam work and build an open question bank, the Department of Quality Management has deployed many training sessions for teachers nationwide. This includes an online training session for more than 3,500 teachers with the participation of experts from the American Testing Service (ETS) and two direct training sessions for teachers in 18 subjects.

On October 18, 2024, the Ministry of Education and Training announced 18 reference questions closely following the 2018 General Education Program. The test was implemented in many localities with more than 12,000 students of different subjects, taking the test on computers. The test question library was built from questions sent by teachers and approved by the Council, and is an important reference source in the question-making process.

The IT infrastructure for the exam was deployed on schedule. The exam management system operated by Viettel was stable and ensured security. The multiple-choice test scoring software and the question bank management software, supporting the creation of exam questions were newly built and tested in some localities, basically meeting the requirements. The Department organized training, solicited comments and will coordinate to review security before deploying nationwide.

Regarding inspection and examination work, the Department of Quality Management has prepared to organize training according to Plan No. 515/KH-BGDDT dated May 7, 2025. At the same time, advise the Minister to establish 03 working groups of leaders of the Ministry and the National Steering Committee to work and inspect in localities during the exam. It is expected that the Ministry of Education and Training will establish 10 inspection groups to work at 20 Departments of Education and Training. The mock exam work is carried out seriously by localities, many places organize it many times, ensuring compliance with the instructions of the Ministry of Education and Training. The exam basically complies with the announced structure and format, the results reflect the quality of teaching and are the basis for classification and appropriate review organization.

The Ministry of Education and Training will establish two separate question-making councils for the 2006 and 2018 General Education Programs to ensure separation of exam processes and quality.
